    No need to restart something that never stopped. Russia's territory and influence shrank after the USSR collapsed and the US led "west" expanded but even though the cold war got less cold it never ended.

    Both sides feel threatened so of course the usual response is to instill fear in folks and beef up the military. Nothing new here.
