Hardly a credible threat when the nuclear weapons are held by a democratically accountable western power that would not be able to use them under any circumstances, as their adversaries well know.

Powered, not armed.

Knowing that one or more nuke attack subs are possibly on patrol is a great deterrent to a weak naval invasion.
