Not really. Student licence leads to private licence, which only requires some 40hrs flying. CPL is a longer road to travel, expensive, and with less than 250hr flying employment is difficult - obviously Lufthansa helped in this respect. Even so, at the age of 28, this guy had only accumulated 630hrs or so.

Apparently only the US mandates 2 people in the cockpit at all times

It is at the discretion of individual airlines - not all of them mandate this requirement.
