I think it's positive. If he's "known to police" it may be more likely that he's a local nutcase rather than a terrorist. Also, if the cops have dealt with him before, that should help in predicting his likely behavior, knowing if the bomb threats are likely to be real, etc.
I think it quite curious you seem to make the distinction between a nutcase and a terrorist. This is of course a cultural thing and probably more prevalent in the US than say in the UK. Although our government and police like the nomenclature most of us don't actually think of them as anything other than a bunch of twats.

A terrorist has a goal. To blow up the place, kill everyone, become a martyr, send a message, etc.
A nutcase has voices in his head saying he's a bad puppy and mummy won't give him any sweets.
They generally act/react differently.
The problem is, these johnnies have no discernible aim, goal or objective other than the act of killing for its own sake because it is the right way to serve Allah.They are twats.
A politically motivated person resorting to terrorism to achieve an objective rooted in an established conflict is quite sane and has generally considered the effect of his actions viz PLO, IRA, Mau-Mau, Black Panthers, Chechens etc etc.
In the main, if not all, the so-called terrorists perpetrating their nonsense in the UK and in Australia are stupid, disaffected, incoherent or just plain addled twats.

Sydney is Muzzie central in Oz. There have been numerous and ongoing investigations and arrests for plots and IS funding/recruitment over the last few months. 2 were arrested in Sydney this morning.
