She was under arrest and walked off, you, as a cop, would have done what, grabbed her, when she resisted, thrown her to the ground an cuffed her. Maybe hit her with a baton.

Cop should have cuffed in the first place, for his and her safety, taser was probably the least amount of force option.
You nor the cop knew her mental state at the time, so don't make judgments, that's up to a jury.
