    I don't think a gun buy back would work in the US, even if they could afford one.
    Too many guns, too many illegal guns, too many people who truly beleive that their right to own a gun is their protection against a tyrannical government.

    In their minds, taking away their guns would be the first sign that the government was tyrannical....

    What they do need is universal registration, universal laws regarding storage and safety (interlocks, trigger locks etc) and a law holding the owner of a firearm criminally responsible for whatever use that firearm was put to, whether in their possession or not.

    In this case the owner of the rifle should be done for manslaughter.

    As I said the owner of the fun or home will be held responsible in some way. Probably not manslaughter; although, I'd support it. But there will be felony charges out of this. The person responsible will no longer have the right to keep and/or bear arms.

    I'll be willing to bet the gun used to kill this kid is illegal, unregistered and would have been subject to confiscation even if it wasn't used to murder a child.
