It has worked in many countries . . . yet somehow these total cretins still go on about how 300+ million weapons in private hands isn't enough and that the more guns, the safer the people are.

I don't think a gun buy back would work in the US, even if they could afford one.
Too many guns, too many illegal guns, too many people who truly beleive that their right to own a gun is their protection against a tyrannical government.

In their minds, taking away their guns would be the first sign that the government was tyrannical....

What they do need is universal registration, universal laws regarding storage and safety (interlocks, trigger locks etc) and a law holding the owner of a firearm criminally responsible for whatever use that firearm was put to, whether in their possession or not.

In this case the owner of the rifle should be done for manslaughter.
