I don't think a gun buy back would work in the US, even if they could afford one.
Too many guns, too many illegal guns, too many people who truly beleive that their right to own a gun is their protection against a tyrannical government.
In their minds, taking away their guns would be the first sign that the government was tyrannical....
What they do need is universal registration, universal laws regarding storage and safety (interlocks, trigger locks etc) and a law holding the owner of a firearm criminally responsible for whatever use that firearm was put to, whether in their possession or not.
In this case the owner of the rifle should be done for manslaughter.
As I said the owner of the fun or home will be held responsible in some way. Probably not manslaughter; although, I'd support it. But there will be felony charges out of this. The person responsible will no longer have the right to keep and/or bear arms.

Gee let's ban guns. I'm not going to argue with the folks that believe they do not need to protect themselves. or don't see any reason to standup for them selves.
I'm wondering how many kids have died from drug overdoses where mom (or dad) left some bad stuff out and about. How many young kids stole mom car keys and killed themselves or someone else let's ban drugs! (OK some numpties will jump on that) let's ban cars!
Firearms were the third-leading cause of injury-related deaths nationwide in 2010, following poisoning and motor vehicle accidents.
It's an American problem, you folks from elsewhere, can piss off and stay the fuck away. I'm sure we won;t miss you in the least. None of your damned business. Fact is an Ozzie baseball player got killed by a kid with a gun. Plenty of tourists get killed by guns in robberies These guns are usually the illegal guns that no amount of legislation is going to remove from the streets. as long as these fucking morons and criminals are going about their business armed, I'll keep my fucking guns, thank very much.
I'll be willing to bet the gun used to kill this kid is illegal, unregistered and would have been subject to confiscation even if it wasn't used to murder a child.
merca be myopic as hell on this point.

Good idea, who wants to tour the USA and get their head blown by gun toting drunken yank who gets upset because his local KFC ran out of chicken! Do you remember Dunblane - you need to think about that! It's an American problem, you folks from elsewhere, can piss off and stay the fuck away. I'm sure we won;t miss you in the least. .....and if it wasn't?I'll be willing to bet the gun used to kill this kid is illegal.

I am still bewildered by the idea that by having strict gun control only criminals will have guns . . . it really boggles the mind
