The descriptions of the incident made it sound like he was just swimming over the ray and that it was not at all part of what they were filming. In this clip the diver is definitely toying with the animal in what seems to me to be a threatening way.

This just doesn't seem to fit the incident as initially described.

when they reported that I thought there was probably more too it than they said...i mean he did have a penchant for making wildlife snap at him...maybe he just teased it a bit too much and it hit him a warning strike telling him to back off...

No I think you were right the first time. Unless the idea was to provoke, something is strange. Way too many people and sure blond goes darker underwater but that did not really look like him. Why the almost same outfits when one is the star. Sure there is a bit of shock at the end. But when did he pull the barb out?
