A beef tax rather than a ban might be appropriate. Wwould be effectively the same thing and would make beef a luxury food and result in a decline in consumption and take it off the menu in student canteens.
If you read the article, British farmers are right pissed off. They have been doing a fair bit to reduce the carbon footprint and make it more sustainable.

But you are right- a tax would be a more equitable way to go. This is a draconian limitation imposed by fiat, and I am never comfortable with that.
