That is just lack of bladder control and that happens to everyone , including adults .
Adults also sometimes cannot hold their bladder and need to piss outdoors , pissing in places other than toilets doesnt not mean that you are not toilet trained .
Being "Toilet trained" is when you dont just piss in your pants or still use a diaper , so, he IS toilet trained
