No, it's probably the photographer instructing her to point. I saw a video recently of this in a police station. The photographer wasn't happy with the first point and told the guy to point again. Then the pointing guy stood the pose and waited till all the flashes stopped.
It's clear that pointing is the way it's done for photos of evidence or culprits, just as posing with statues or large toys is the way it's done out and about.
As with many things Thai, the way it's done is the way it's done, and nobody questions whether it's silly, useless, or redundant (or if there is a newer, better way). It's just the way it's done.
