It is one of the main points, to me. Simple fact is that PT (in what ever current form) is better at getting voters to think that there is more in it for them, than if the other party gets in. It is the whole basis of how modern "democracies" are run. "Vote for me, you will be quids in".
However, in the west that is normally (normally, not always!) coupled with a vague concept of fiscal responsibility, and it assumes that the basic voter can count. PT currently promise jam today and jam tomorrow - while looting the coffers bare, to a degree that makes what went before it look like kiddies knicking coins from the corner shop....
