No, I've been doing a search on it, and there's no mention of the purpose of the building. I lived within a mile of it for a year and my Lao friends were all very vague about what it was built for and I suspect they didn't know.
But it does have a name. (In English).
And the end of the fight is a tombstone white with the name of the late deceased,
And the epitaph drear: "A Fool lies here who tried to hustle the East.
I suppose if it was in the UK they'd call it a folly.![]()

No, not a monastery or called one. It was built by the Chinese government as a gift to the Lao people.
