Hu-Gwang Bay, ever heard of it? Sounds Vietnamese to me, suprisingly it is in Pattaya and today is the first time I have heard it's name, it is down Soi Pratamnak down the bottom of Soi 4, there is a small staircase leading down to it from the road, I went to the beach by going through the Cabbages and Condoms Resort, you may also be able to access the beach from Asia Pattaya Hotel.

Have to admit it is the smallest bay I have seen in Thailand, maybe 20 people on it in total so hardly packed out, sand was nice and clean but I am always wary of water so close to Pattaya, there were some jellyfish washed up on the beach so things can live in the sea water there, although I didn't perform an autopsy on the jellyfish.
Very few deck chairs so they aren't expecting a big rush.
That beach don't look so bad, shame there was no blue skies today though.
If your looking for a bigger slightly busier beach then walk this way, ie facing the sea turn left, the next beach along is a bit busier and bigger, obviously not on par with Jomtien Beach in that respect though. The Next Beach (Pattaya Beach, Pratumnak Road Soi 5 and 6).
No poxy Thai touts to hassle you every few minutes, a beach you can relax on and work on your sun-tan.
Even got a little bar on the beach, life can't get any better than that
When you get bored of this beach then why not pop along to the next one which is just as deserted, Cosy Beach (Pattaya Cosy Beach).
