BANGKOK, Nov 1 -- Floodwaters at Kasetsart University in Bang Khen has overflowed to flood Kaset intersection, causing a heavy traffic jam in the area, while the peak Chao Phraya River water level is forecast at 2.48 metres above mean sea level at 12.30pm.

Water at Kaset intersection has inundated Ngamwongwan Road from Bang Khen intersection to Kaset intersection 30-40 centimetres deep. The police recommend that avoid attempting to drive through the area.

On Vibhavadi Road inbound, from the Yakult factory to Vibhavadi Hospital, flooding is 50cm deep and passenger vehicles cannot pass.

Chaeng Wattana Road, inbound and outbound, from Pak Kret to Klong Prapa is still dry but the high level of flood water near the Bang Khen roundabout means that passenger vehicles and pickup trucks cannot pass.

The road in front of Thailand’s Government Centre on Chaeng Wattana Road is under 60cm of water and government officials must brave the high water to work. Water has flooded the office of the Department of Special Investigation (DSI).

Meanwhile, the Royal Thai Navy's Department of Hydrography forecast that the highest water level of Chao Phraya River on Tuesday will reach 2.48 metres above mean sea level at 12.30pm. (MCOT online news)

Deputy Bangkok Governor Thirachon Manopaipibul said Tuesday that if the sluice gate of Klong Samwa is lifted to be one metre wide as demanded by angry local residents, all Bangkok could be flooded.

Thirachon explained that the further draining of floodwater from Klong Sam Wan Canal into Saen Saeb Canal would cause the floodwater to overflow into roadside dishes and reach the inner Bangkok behind major flood embankments.

"If the government cannot control the protesters and if we are not cool down, the earlier announcement that 20 districts will be safe will have to be reevaluated. The situation will worse and all districts will be flooded," the deputy governor said.

"We will have to protect the area inside the embankments, that were initiated by His Majesty. If we can drain the water to Tha Chin, Chao Phraya and Bang Pakong, [inner] Bangkok will be safe."

He said the further opening of sluice gate to one-metre wide would also cause the Bang Chan industrial estate to be flooded.

As of Tuesday morning, The Kasetsart-Paholyothin Intersection has been inundated by floodwater. And the water is seen rising toward the road in front of Major Ratchayothin Intersection.

The Kasetsar-Paholyothin Intersection is about 40 centimetres to 50 cm under water but the underpass at the intersection is still passable as of Tuesday morning.

The road from Kasetsart Intersection to Bang Bua bridge is about 40 to 50 cm under water.

This morning, the old Bangkok Post reporter pedalled his mountainbike from his home on Chaeng Wattana Rd behind Central shopping centre to investigate the flood situation along Khlong Prapa as usual.



Khlong Prapa, which supplies raw water to be made into tap water at the Samsen plant, was innundated by water from flooded Lak Hok area after angry residents destroyed about 10 metres of the canal dyke three days ago. The water [brownish/brackish] level is rising again this morning, as is the level of flooded Chaeng Wattana Rd from the northern run-off which now covers the road from Lak Si intersection to Khlong Prapa/Chaeng Wattana intersection.

The level at Lotus and Big C is now higher than yesterday, about 55-65 cm. Small cars and motorcylces can no longer pass.

The Pakkret Municipality two nights ago built an earth dyke at Chaeng Wattana intersection to prevent floodwater spilling over to Chaeng Wattana on the Pakkret side.

Biking back to Pakkret pier, the old reporter saw cars and pickup trucks still single parking and double parking on any elevated roadway along Chaeng Wattana Rd including on Rama IV Bridge, leaving only one narrow lane for traffic. However, the number of parked vehicles is stable. The Chao Phraya water level at Pakkret Municipality, north of Nonthaburi during the morning high tide is down remarkedly from two days ago, but still the very highest in living memory.

The current is moderate. It takes about 2-3 hours for the water mass from Pakkret to reach the heart of Bangkok.

When it became obvious two months ago that the Chao Phraya River would certainly burst its banks, because all northern provinces had already been flooded, Pakkret Municipality and volunteer residents began to build a strong earth embankment, as well as a sandbag dyke, along Wat Kru Road, which runs parallel to the Chao Phraya to the north of Pakkret.

Residents along the Chao Phraya River whose houses would certainly be flooded out did not mind the inconvenience of the early days, when their houises were only partially flooded and they had to climb over the high flood barriers to the road.

However, as the Chao Phraya rose higher and higher the riverside residents finally had to leave their homes and sought refuge in shelters provided by Pakkret Municipality, or with relatives. It could be at least two months before the situation returns to normal.

When it was reported that Khlong Prapa dyke was breached 12 days ago, Pakkret Municipality immediately put up an earth dyke along the canal to prevent Khlong Prapa overflowing its bank on the Pakkret side.

However, Pakkret's Muang Thong Thani was still inundated for two days when an MP from the opposite side of the canal led angry residents in seizing a Pakkret Muncipality digger and destroyed a section of the dyke, allowing Khong Prapa water to flow in.

Only after the intervention of a Nonthaburi Pheu Thai MP, and with the help of Prime Minister Yingluck Shinawatra who phoned to instruct the wayward MP to desist, was the Pakkret Municipality able to plug the breached earth dyke.


Khlong Prapa dyke strengthened.

The Don Mueang side residents did not see the flood subside, as they expected, as the northern runoff inundating Khlong Prapa was too great. Their angry action was all to no avail and was refrred to derisively among Pantip.com users as the "Don Mueang Model".

When the Khlong Prapa dyke was breached again by angry residents at Lak Hok, raising the water level in the canal, Pakkret Municipality decided to construct an earthern ramp on Chaeng Wattana Rd itself two nights ago, to prevent rising water from Khlong Prapa inundating Chaeng Wattana, along with northern runoff, to cross over Khlong Prapa intersection into the Pakkret side.

For the past two days, Pakkret Municipality has been strengthening the earth dyke along Khlong Prapa on the Pakkret side, and the work continues.

I am proud to live in Pakkret Municipality.

We will survive together.

And thank you to Pakkret Municipality, its hard working officials and all the volunteers who so willing came out to save our community.

Defence Minister Yutthasak Sasiprapa said on Tuesday that he had ordered the air force to rapidly drain the floodwater from Don Mueang airport’s runways and taxiways.

The job should be finished on Friday, said Gen Yutthasak.

The air force was also directed to work with the Royal Irrigation Department to manage the floodwater drained from Don Mueang airport, he added.

The minister said a large number soldiers from the Army Regions 1, 2 and 3 are now deployed in Bangkok’s flood-hit areas to helping with work to guide the flood out to sea and overseeing and reinforcing the existing floodwalls.

Gen Yutthasak insisted that the armed forces did not have any conflict with the Flood Relief Operations Centre, as was reported by some media.
