Why would you think China would differ. It has the cash, it has the power/sales potential to demand the transfer of IP - why do you think western companies are falling over themselves to open factories/design offices/distribution centres in China, it has the capacity to educate it's workforce but most of all, the country has the authority to demand results or death from those that transgress for the "orders from above".

Whilst ever the west ignores the "responsibility to reward" factor it will disappear up it's own arsehole.
