Prime Minister Abhisit Vejjajiva said on Wednesday that he does not believe the Sivarak Chutipong case was a political gambit.
Mr Sivarak, who was arrested on spying charge by Cambodia authorities but later released, has denied widespread speculation that the entire incident was a plot by Puea Thai and ousted premier Thaksin Shinawatra to discredit the government and boost the popularity of the convicted former prime minister.
Mr Abhisit said no one would want to be drawn into such an incident.
"I believe no one would want to experience what Mr Sivarak has been through, and I don't believe anyone was involved," he said. "From what I've seen, Mr Sivarak did his job, and I believe the flight schedule was not confidential."
He believed the Cambodian court punished Mr Sivarak because his action "could pose a threat to Thaksin".
Mr Abhisit also said that Mr Sivarak has the legal right to file charges against the Foreign Ministry and related officials, but he believed that they wouldbe able to clarify the issue.
On Mr Sivarak's claim that the Cambodian government had tapped his phone when he spoke to Kamrob Palawatwichai, the first secretary of the Thai embassy Phnom Penh, Mr Abhisit said the Cambodian government must clarify this issue, because if it is true it affects the image of the Hun Sen government itself.
