    A series of arrests were made on Thursday in the tourist resort of Pattaya following a joint operation between the UK's Child Exploitation and Online Protection Centre (CEOP) and the Royal Thai Police.

    CEOP said it was thought that a number of British nationals had been held as part of the swoop, but was currently unable to provide more details.

    The centre's deputy head of operations, Andy Wells, said: "Working with the Royal Thai Police we have located and identified a number of individuals who are suspected of serious alleged offences against vulnerable children.

    "Non-government organisations have been instrumental in helping to build an intelligence picture of the threat that travelling sex offenders pose to children from in the region."

    Pattaya is a popular beach resort about an hour from Thai capital Bangkok.

    The operation began when an online network was identified by CEOP internet investigators in the UK.

    Links were established links with Thailand, prompting the initiation of a joint operation with the RTP, CEOP said.

    CEOP boss Jim Gamble said: "This operation and these arrests demonstrate the value of the relationship between CEOP and the Royal Thai Police, a relationship which continues to develop."

    Suspects arrested in Thailand - Child Exploitation and Online Protection Centre reveals joint operation with Royal Thai Police

    CHILD EXPLOITATION AND ONLINE PROTECTION CENTRE
    News Release issued by COI News Distribution Service.
    11 December 2008

    A number of men have been arrested in Thailand on suspicion of committing sexual offences against children following a joint operation between the Child Exploitation and Online Protection (CEOP) Centre and the Royal Thai Police (RTP).

    Operation Naga - an ongoing operation to identify and safeguard children and hold to account suspected child sex offenders in the region - is still unfolding and further details in relation to the number of suspects will be made available shortly. At this stage it is thought that a number of British nationals may be involved.

    The arrests took place in the tourist resort of Pattaya, about an hour from Bangkok.

    Working with specialist police teams in Thailand, Thai prosecutors and Non Government Organisations (NGOs), the CEOP team based in Thailand have liaised continually with an operational support centre back at CEOP's headquarters in Pimlico, London, which has supported the Royal Thai Police activity on the ground.

    The operation began when an online network was identified by CEOP covert internet investigators in the UK. Intelligence was developed which established links with Thailand, prompting the initiation of a joint operation with the RTP.

    During the ongoing deployment, officers from CEOP have shared intelligence about offenders, contributed to operational and child protection strategies and assisted in providing behavioural analysis to support the investigation.

    CEOP supported Operation Naga as part of its work within the Virtual Global Taskforce, an international alliance of law enforcement agencies combating child sex abuse (http://www.virtualglobaltaskforce.c om).

    CEOP's Deputy Head of Operations, Andy Wells, said:

    "Working with the Royal Thai Police we have located and identified a number of individuals who are suspected of serious alleged offences against vulnerable children. Non Government Organisations have been instrumental in helping to build an intelligence picture of the threat that travelling sex offenders pose to children from in the region. Along with the Social Welfare Division in Pattaya, they have also provided support to the victims of child sex abuse who have been safeguarded as a result of this operation."


    CEOP's Chief Executive Officer Jim Gamble said:

    "This operation and these arrests demonstrate the value of the relationship between CEOP and the Royal Thai Police, a relationship which continues to develop. This enhances the capacity of the Royal Thai Police to deal effectively with child sex offenders in the future. The UK and Thailand may have different legal systems and law enforcement practises, but we share a clear, joint commitment: to prevent harm to children.
    Britons who travel abroad to abuse children in the belief they can evade justice are a UK problem and we have a duty to protect every child, everywhere. The Royal Thai Police have demonstrated an unerring commitment to making Thailand a hostile environment for UK offenders and CEOP will continue to proactively support that commitment."

    Netted in the crackdown were two British nationals, Malcolm Henry Payne and Robert Alexander Horsman, German national Fritz Dieter Blattner and US national Robert Roy Lond, who all face charges of sexually abusing minors or abduction of minors.

    Also arrested was Thai national Saeng Kaetdee on procurement charges.

    All five were brought to Bangkok Thursday to face charges and court cases.

    Two British men arrested as part of a child sex abuse investigation were today paraded before cameras by Thailand police.

    Londoners Malcolm Henry Payne, 59, and Robert Alexander Horsman,45, along with German Fritz Dieter Blattner, 66, and American Robert Roy Lond, 59, were held in pre-dawn raids.

    Some of the suspects tried to hide their faces during the press conference where police outlined the case against them.
    Police also laid out a large amount of sexual paraphernalia which they said had been recovered during the raids.

    Officers said they had recovered hundreds of photos and videos of abused young boys.

    All four men were picked up in the Thai beach resort of Pattaya. If they are found guilty they could face at least 20 years in jail.

    The operation was launched after UK investigators identified an online paedophile network.

    Today's arrests were a joint operation between the UK's Child Exploitation and Online Protection Centre (CEOP) and the Royal Thai Police.

    Officers said CEOP had provided a list of 50 suspected paedophiles who might be hiding in the South-East Asian nation, long regarded as a haven for child sex abusers.

    'We are appealing to the victims of these paedophiles to come out so we can press more charges against them,' chief investigator Police Colonel Suvichpol Imjairat told a news conference.

    CEOP chief executive Jim Gamble said the arrests sent a message to European paedophiles who think they can evade capture by travelling to countries where law enforcement is thought to be weaker.

    Personally, I think that a number - not all - of those Stormfront links are communications to/from his international buddies. Try a Babelfish Dutch-English translator on them & see what sense pops out... if at all. For a man who is a professional engineer, that strikes as a little odd.

    A British man has been arrested on charges of having sex with underage boys.
    Police obtained an arrest warrant on March 16 and entered the Nongprue home of Robert Alexander Horsman, where they found the accused man and four boys under the age of 15. Two of the boys were 11 years old, one was 13 and the other 14. The boys, who were playing games at the time, were taken in for questioning.
    During the subsequent investigations one 10-year-old victim told police that Horsman had invited him into his home to play games and then tricked him into performing lewd acts. The man had paid him 500 baht. The four boys taken into custody at the time of the arrest verified the boy’s story, telling officers that Horsman invited them to play games and bought sweets for them before committing the acts.
    Horsman, who has refused to give a statement and denies all charges, has been charged with sexually assaulting minors and performing lewd acts.
