    Police submit Kannan Nok shooting case to public prosecutors

    After more than two months of investigation into the high-profile killing of a highway police officer in Nakhon Pathom province last September, allegedly by or at the order of a sub-district chief, the Crime Suppression Division (CSD) submitted its case files to provincial public prosecutors today.


    Pol Col Anek Taosuparb, CSD deputy commander, said that there are case files against Praween Chanklai, aka “Kamnan Nok”, who is charged with murder, and against 21 police officers who attended a party at Praween’s house, but failed to intervene to stop the shooting or apprehend the perpetrators.


    He said that the 21 officers are charged with malfeasance in office, in accordance with Section 157 of the Criminal Code, adding that seven civilians, who were at the scene of the shooting, were also charged with aiding and abetting the police officers.


    Regarding allegations against Praween of price collusion over bids for construction projects, the police officer said that the case has been transferred to the Department of Special Investigation.


    The shooting occurred on the night of September 6th at Praween’s house in Nakhon Pathom. Praween’s bodyguard allegedly opened fire at two highway police officers, killing Pol Maj Siwakorn Saibua and injuring the other, after both allegedly rejected Praween’s request that his nephew, also a highway police officer, be promoted.


    Praween and the gunman fled the scene without being stopped by the other police officers present at the time. CCTV recordings show the two suspects leaving the house with a police escort.


    The case has shone a spotlight on corruption in the Thai police force and the investigation of not just the shooting, but also the construction business and other business connections of Praween.

    Kamnan Nok” imprisoned for two years following murder of police officer at his house

    Praween Chanklai, aka “Kamnan Nok”, who allegedly ordered the killing of a highway police officer during a party at his house in Nakhon Pathom on September 6th last year, in front of over a dozen other police officers, was sentenced to two years in prison today.


    Fifteen officers who partied at the house at the time of the shooting and did not intervene to stop the shooting, allegedly by a body guard of Chanklai, were sentenced to serve jail terms of 16 months to two years without suspension by the Criminal Court for Corruption and Misconduct Cases.


    Chanklai was found guilty of attempted murder and of ordering the shooting of Pol Maj Siwakorn Saibua, an inspector of Highway Police Sub-division 2 at the party. The officer had, reportedly, denied Chanklai’s request that his nephew be promoted, resulting in a quarrel between the two men and the shooting to death of the officer.


    The court found all the 15 police officers, with the ranks from a major down to master sergeant, guilty of malfeasance in office and dereliction of duty. One officer, MSgt Apirak Rotepuang was, however, acquitted.


    One civilian, an aide of Chanklai, Chatri Khieutap, was sentenced to one year and nine months in prison.


    Five other defendants, who are all civilians, were given suspended sentences.


    The gunman, Nong Thapha, was shot dead by the police in Kanchanaburi province the day after the murder.


    The police investigation of the case was led by then the deputy national police chief, Pol Gen Surachate Hakparn.

    ‘Kamnan Nok’ sentenced to life for murder of police officer

    The former head of a sub-district in Nakhon Pathom province, Praween Chanklai, aka ‘Kamnan Nok’, was sentenced to life in prison by the Criminal Court today for the murder of a highway police officer at Praween’s house on September 6th, 2023.


    The court found the defendant guilty of consenting to one of his bodyguards, Thanachai Munmark, shooting Pol Maj Siwakorn Saibua, a highway police officer, during a dinner party held at Praween’s house in Muang district.


    According to the prosecutor, based on the police investigation, several police officers, including the victim, were invited by Praween to a dinner party at his house on the night of September 6, 2023, during which the former sub-district chief sought a favor from the victim—helping his nephew secure a transfer to the motorcycle patrol unit of the highway police.


    The victim refused, stating that he had to wait until October when the annual police transfers would take effect. Praween later challenged the victim to a whisky-drinking duel, which ended with the defendant being defeated.


    According to the charge sheet, the defendant was heard demanding a gun and exclaiming that the victim could not be allowed to walk away.


    One of Praween’s bodyguards, Thanachai, then pulled out his Glock handgun and fired several shots at the police officer, killing him at the scene.


    Thanachai was shot dead by police several days later after fleeing the scene.
