I was legally married in Bangkok a lifetime ago while on a visa exempt entry. In fact one consideration of getting married was to make life a lot easier travelling back and forth with a Non O.

Only requirement I recall is having an "affirmation of freedom to marry" signed by your embassy and translated into Thai.
There are additional hoops, depending on your country of residence, to prove the marriage is legitimate in your own country.
I would have expected US to have stopped him leaving rather than Thailand forbidding entry.
The requirement for a non-immigrant visa is necessary to submit an extension for leave to remain, either as a spouse or as a retiree but one can convert a visit visa on application to Laksi to a non-immig visa permitting an extension application. This can only be issued by HQ at Laksi but a local immigration office can accept it for processing.

^ The reenactment of the murder was on the news a couple of days ago. He stabbed her with a knife. Apparently it was the same woman he tried to kill in Colorado and she fled back to Thailand and didn't testify.

BANGKOK (AP) — Police in Thailand said Friday they have charged a U.S. citizen from Colorado with murdering his pregnant Thai wife. Jason Matthew Balzer, 32, was interrogated Friday in the northern city of Nan where he had lived with Pitchaporn Kidchob, said police Lt. Col. Somkiat Ruam-ngern. The murder charge carries a maximum penalty of death.
Balzer was arrested Thursday in the northern city of Chiang Mai and confessed to killing his 32-year-old wife, said Maj. Gen. Weerachon Boontawee, chief of Provincial Police Region 5’s Detective Department. It was unclear if Balzer had a lawyer representing him. Balzer’s last known residence in the U.S. was in Longmont.
According to Weerachon, Balzer said Pitchaporn had “given him hope,” so he married her and bought her a house in Nan, her home province. Balzer said he became enraged when she tried to chase him out, so he stabbed her with a knife, the police officer said.
He said Balzer put her body in a rubbish bin that he sealed and buried in the woods about 3 miles from their home. Balzer then drove on a motorbike to Chiang Mai, where he was arrested, Weerachon said.
Police had been alerted to a possible crime when Pitchaporn’s mother, who was unable to reach her daughter by phone, went to the couple’s house and found bloodstains.
Balzer, a programmer, met Pitchaporn in Thailand in 2017 and they were married in the U.S., after which Balzer quit his job, sold all his property and moved to Nan, the newspaper Thai Rath reported, citing Provincial Police Region 5 commander Prachuab Wongsuk.
Balzer said he did not know his wife was three months’ pregnant, Prachuab said.

NAN: An American man is being detained at Muang Nan police station after he admitted killing his three-months pregnant wife, police say.
Jason Matthew Balzer, 32, confessed to the slaying of his 32-year-old wife, Pitchaporn or "Som O" Kidchob, said Pol Maj Gen Mongkol Sampawaphol, chief of Nan provincial police.
He has been charged with killing his wife and concealing her body, Pol Maj Gen Mongkol said. The suspect on Friday was taken for a crime re-enactment at their rented house at tambon Chaiyasathan in Muang district. Mr Balzer is a computer programmer.
According to Pol Maj Gen Mongkol, Mr Balzer stabbed her in the chest with a knife. He put her body into a plastic bag and dropped it by the roadside on Ban Srikerd-Samun Road about 10km away.
Mr Balzer, he said, told him that he often argued with his wife. He was distressed that she wanted to leave him and decided to kill her in her sleep. Som O's mother and sister, meanwhile, said they did not believe Mr Balzer, saying they have seen him carrying a knife regularly.

As a result of this event the police are visiting the homes of farangs in Nan province, well those with a spouse visa at least. We had four Tourist Police arrive unannounced last Friday afternoon. All they wanted was to see my passport, the wife's ID card and latest KR22. Not a single question for either of us. It was a happy enough visit, invited them in to sit down, offered them cold drinks and got the docs. As is the case with these types of visits only one of them was doing any actual work and just recorded some details from the documents. It was that lady that explained the reason for the visit to my wife. They asked to take a photo of us in the house and in front of it. All in lost about 20 minutes of our day.
The wife feels so much safer now.

^That would be for my protection. They were only looking after her.
