This single damn will but not much for now. Will however throughout the country in future based on growing power needs in Thailand. Hydroelectric power geneneration in Thailand is by far the most predominnant. 70% as I recall. Most of this coming from the Mekong river basin via damns owned and operated by Lao goverment and other ASEAN countries.

Thailand to send help to Laos after hydropower dam collapse

BANGKOK, 25th July 2018 (NNT) - The Thai Prime Minister has instructed officials to provide assistance to Laos, following the collapse of Xepian-Xe Nam Noy hydropower dam in the southern region.

According to Kiattikhun Chartprasert, the Thai Ambassador-Designate to the Lao PDR, Prime Minister General Prayut Chan-o-cha gave the instruction to officials after his return from the recent mobile cabinet meeting in the Northeastern region. He was briefed on the situation and immediately sent help and offered words of condolence to neighboring Laos.

The Ambassador said the Royal Thai Embassy Vientiane will today give funds of 100,000 baht to Laos’ Deputy Minister of Foreign Affairs Khamphao Ernthavanh as initial financial support. Those wishing to contribute to the relief efforts can donate through the Royal Thai Embassy-Donation Krung Thai Bank account number 945-1-03-115-4. The Thai Embassy in Vientiane is also accepting dry food, survival kits, drinking water and medicines. For more information about donations, please call 66 2354 6195-6 extension number 111 or 856 21 214 581-3extension number 111.

Last night, Laos’ state media reported hundreds of people missing and several feared dead after a hydropower dam under construction in southern Laos collapsed, causing flash flooding which swept away homes.

The Lao News Agency reports that the disaster has left more than 6,600 people homeless. A video on social media shows villagers wading through muddy flood waters carrying belongings. ABC Laos news reported that officials have brought boats to help evacuate people in San Sai district of Attapeu province, where the Xepian-Xe Nam Noy hydropower dam is located, as water levels rise after the collapse.

The company building the dam said heavy rain and flooding caused the collapse that released five billion cubic meters of water and it is cooperating with the Laos government to help rescue villagers near the dam.

According to ABC Laos News, Thai rescuers have arrived at the site to provide assistance, while adding that local residents have taken to social media to express their gratitude toward Thailand for the gesture of help.

We'll never learn the true number of fatalities, though as with the cave dwellers plenty of opportunity for photo ops and image building.

We know a gal that works there, her friend saw a family of seven swept away with many more.

I've been seeing vids my Better half is being sent. Quite dramatic. The people of Pakse have been making / drying beef jerky to give to the survivors. The sister in laws sister is fine though the top brass sent all the women home while the men try to pick up the pieces. Quite sad.

Groups across Thailand contributing to Lao PDR relief effort

UBON RATCHATHANI, 27th July 2018 (NNT) – Thailand has stepped up efforts to supply relief items to those impacted by the collapse of Xepian-Xe Namnoy Dam in Attapeu province of Lao PDR.

The Ministry of Transport has erected an ad hoc aid center at Highway Office 9 in Ubon Ratchathani province to assemble relief for the Laos assistance effort. Aid has come in from organizations such as the Makro retail store and is being handed over to the Thai Consul General in Savannakhet in the Lao PDR. So far, 10,000 survival kits, four royally bestowed flat bottom boats, two boats from the Marine Department, six trucks, one trailer and 150 officials have been assembled. The boats and officials are to remain in Lao PDR until rehabilitation efforts are complete.

The Ministry of the Interior has ordered donation centers be set up at all provincial halls and where appropriate, and reminded donors that victims in Attapeu are in need of tents, blankets, pillows, cooking equipment, clothing and medicine and that goods should not be perishable and should be packed for transportation.

Volunteers of the “Altruistic Heart: We Love Doing Good” campaign have also set up centers to assemble relief aid.

Monetary donations can be made to the Office of the Permanent Secretary of the Prime Minister’s Office “Thai Hearts for Lao PDR” account at Krungthai Bank number 067-0-12886-4.

Prime Minister Gen Prayut Chan-ocha has thanked all who have contributed to the effort so far and assured the public that his government is ready to supply any goods still missing in Lao PDR.

The Laotian government has indicated over 6,600 people have been affected by the flooding with 3,000 still trapped by floodwaters. Lao military personnel, working with their counterparts from Thailand, Vietnam, China and South Korea are providing aid and rescue facilities.

United Nations relief workers have noted that transportation of necessities has been slow due to most roads and bridges in the impacted area being severed, requiring the use of boats and helicopters. People from about 1,300 households are currently in temporary shelters.

Uncle Xi sends some needed help:

Chinese medical team starts epidemic containment in southern Laos after dam collapse

"SANAMXAY, Laos, July 28 (Xinhua) -- A medical contingent from the Chinese People's Liberation Army (PLA) has began working on epidemic containment in shelters for victims after a dam burst triggered flash flood in southern Attapeu province, the contingent said late Friday. The 32-member team has been working in a makeshift shelter set up inside the Sanamxay District Middle School, such as checking drinking water, hygiene and cleanliness of portable toilets, and preventing potential epidemic outbreaks by killing mosquitoes and insects, and disinfection.

The dam that collapsed on Monday is part of the Xe-Pian Xe-Namnoy hydroelectric power project which involves Lao, Thai and South Korean corporations.

Six villages in Sanamxay district of Attapeu were flooded.

There would be cases of enteric infections, insect-borne diseases and food poisoning after a disaster like this, Guo Jinpeng, head of the emergency response team of the disease control and prevention contingent, told Xinhua.

"The work to prevent any outbreak of diseases among victims should begin as soon as possible, or no later than 72 hours after the disaster," he said.
Until late Friday, some 3,000 displaced villagers have been sheltered in the Sanamxay District and the number is still increasing.
The population density in these shelters was very high, their domestic wastes were not well disposed of and the quality of drinking water and food could not be ensured, the Chinese contingent said.

It added that there were cases of fever and diarrhea, which implied the possibility of an outbreak so they had to work with local authorities to prevent it and they had already submitted a proposal on disease prevention to the Lao government and Lao army.

The PLA medical contingent included medics specialized in epidemic prevention, pest control and food and drinking water hygiene, who are equipped with a disease control and prevention vehicle capable of sterilization.
The contingent, which was on the "Peace Train-2018" Humanitarian Medical Rescue Joint Training Mission in the Lao capital of Vientiane, was dispatched to the flood-hit area on Wednesday.

Lao authorities said they could only confirm six deaths and 125 people missing in the flash flood triggered by the dam collapse, though the Lao News Agency had reported that 26 people were killed."

Believe it or not this is a pick looking north at the confluence of the Don and Mekong. This is the Chinese temple I visited in 2017. Took several pictures from that location looking south at the friendship bridge.
Now that's alot of water from the recent rains.

The town north of the our friends has flooded as well near Don Kho island.
