The whole daft thing about these US secret services is they are there to protect the people from bad things, but they end up killing more of their own than the enemy account for.

Test the anthrax or the people reaction?

    Read the wiki above:
Al-Qaeda and Iraq blamed for attacks
Immediately after the anthrax attacks, White House officials repeatedly pressured FBI Director Robert Mueller to prove that they were a second-wave assault by al-Qaeda following the September 11 attacks.
And at the end of the day the "real culprit", head of the Anthrax laboratory, committed suicide...

Wouldn't test on their own people? Jesus you are a dumb fuck. They regularly test on their own people all sorts of things, usually prior to releasing it in Africa.

^Actually, they will eat not only dogs but the grass, as recently Puting put it. (when commenting on the "humanitarian" sanctions).
After all, the said sanctions have the primary purpose to help the poor Korean people to get rid off their dictator - similarly as it was in Iraq, Cuba, you name it...

...as conspiracy theories go, it's not a bad one, but I tend to think people in the public sector (i.e.: any government) are too scared and incompetent to organise anything like that on purpose ...it's more likely to come from some teenager's bedroom in Salford or Skolkovo than anywhere else.
