I've been to that exact spot many times.

Workers must of been doing work and left it there.

No one walks around carrying that sort of implement in the middle of the night.

I know it sounds biased but I can see why the pigs are looking at the Burmese workers first.

Not saying it was a Burmese worker for sure but its not a bad place to start given the situation down there.

They tend to drop tools at the end of the day, and just leave them until they need them again. I fight a constant battle trying to get workers here to put anything away properly. It might just have been the only potential weapon close at hand. Looks to have been a rocky area off the beach a ways.
