Well, this site doesn't have a record of the red notice and apparently it uses the public record. Of course, the spelling of the name may be an issue, but I reckon for this sort of thing close matches should come up.

My point being, do we trust the cops who say there is a red notice?
Just did an experiment. Filled in only the "wanted by which country". Typed in Australia, 2 results. Typed in USA, 160 results. Typed in Thailand, zero results.
So it's not the spelling of the name.

^ Indeed, and does the red notice's significantly late issuance (just took years) will yield results before the status of limitation applies?
Quite a few developments since the police chief closed the case (before or after receiving a bulky package) when the butler confessed.

OK, I'm not questioning you, just questioning the "last seen in April (in England)" while Thai police say they have no idea where he went after Singapore.
Also, my skepticism about the article harks back to news articles way back then when he was in London with 2 females.
It's an article from today but they've recycled the story header

Interpol publishes Red Notice for arrest of Red Bull heir
The Interpol has published a Red Notice for the arrest of Red Bull scion Vorayuth Yoovidhya, a suspect in a hit-and-run case, at the request of the Royal Thai Police’s Foreign Affairs Division.
The Red Notice contains details on the name, date of birth, place of birth, and physical description of the suspect.
It also says Vorayuth is wanted in Thailand on the following charges: Reckless driving causing the death of another person; reckless driving causing damages to another person; did not stop to aid the injured person and did not report to the officials; driving under the influence of alcohol causing the death of another person; and, driving more than the allowed speed limit.
AP earlier reported that Vorayuth was last seen at a hotel in Taipei, Taiwan, after travelling from Singapore.
Vorayuth has evaded justice over the hit-and-run case in which a policeman was killed in 2012.
The Interpol’s Red Notice for Vorayuth can be seen at website.
Interpol notices are international requests for cooperation or alerts allowing police in member countries to share critical crime-related information.
Notices are published by Interpol’s General Secretariat at the request of national police in a member country.
In the case of Red Notices, the persons concerned are wanted by national jurisdictions for prosecution or to serve a sentence based on an arrest warrant or court decision. Interpol’s role is to assist the national police forces in identifying and locating these persons with a view to their arrest and extradition or similar lawful action.

Ex-attorney general appeal for fairness for prosecutors handling Boss’s case
Former attorney-general Atthapol Yaisawang has appealed to critics to not blame public prosecutors for allegedly dragging their feet in taking legal action against Red Bull heir, resulting to three cases being dropped due to expiration of their statute of limitations.
He defended that the Red Bull Heir, Vorayudh Yovidhya, had appealed for justice and, therefore, the public prosecutors had to consider his appeals to ensure justice.
He cited Boss’s appeal to the National Legislative Assembly’s panel for legal, judicial process and police affairs complaining of incomplete investigation by the public prosecutors, making it impossible for the prosecutors to ignore.
Mr Atthapol explained that the OAG took the NLA’s letter in response to Boss’s appeal as a serious matter and had to comply with the request which eventually caused a delay of the case.
He insisted that it was the discretion of the public prosecutors to accept the appeal for consideration and, hence, the delay in the indictment against the Red Bull heir.
“The regulation regarding an appeal for justice from an accused or a suspect was meant to ensure justice for all suspects or accuseds no matter whether they are rich or poor. But the appeal must be reasonable and it is the discretion of the people directly in charge of the case to decide whether the appeal is just a trick to delay the case or not,” Mr Atthapol explained.
Noting that the relatives of the victim had already been taken care of by Boss’s family even before the legal proceedings are over, the former attorney-general said that all the biased comments regarding Boss’s case that were shared in the social media had caused misunderstanding on factual aspect.
He then appealed to members of the public to exercise caution before making comments on the case, especially in the social media.
He said the online society has behaved as if they were the kangaroo court and made judgments without waiting for legal process to run its course.

So he's paid them all, and so far, so good.
The reality, of course, is that no one is responsible for anything...because the circumstances were beyond everyone's control...so, sympathy and understanding for all officials as they happily open their envelopes...
