Bob you seem to be confused about things.
If you are British, there is no "VOA" for you - it's a Visa exemption.
You get stamped in for 30 days on arrival; you can extend this once for another thirty days, then if you really need it, you can apply for a second extension which will automatically be refused and get you seven more days from the time you apply for it. There is no penalty or sanction for doing this.
If you've applied for a Non Imm "O", then it's a ninety day visa. At the end of it, you can apply for a year extension providing you meet the requirements.
Since you want to be to-ing and fro-ing before you get into this, I'd suggest you just do visa exemptions until you're here. There is no document limit to arrivals by air, although on the third one they may question why you are coming in and out. The good thing about the Non Imm "O" is that you can apply for it in-country.
So when you know you're settled in Thailand for a while, you can then apply for a 90-day Non Imm "O".
This can be extended annually for 12 months. When you apply for the extension you can:
- Ask for a single entry/re-entry permit, which means you can leave and return once that year.
- Ask for a multiple entry/re-entry permit, which means you can leave and return as many times as you like.
- Don't ask for a re-entry permit and simply apply for one at your local immigration office or airport when you leave. If you choose this, and leave the country without getting a re-entry permit, your extension automatically expires and you will have to go through the whole application process again.
Regarding Bank Accounts, despite many reports to the contrary, you don't need a work permit, long term visa or insurance to get one. Many banks make it painful though, even different branches of the same bank can produce completely different results.
It's easier just to pay an agent to sort you out, will potentially save you a lot of leg work, and it is after all crucial to getting your Non Imm-O extension.

All reports are (as I predicted a few months ago) Savannakhet have stopped the Multi-Entry Non-O visas for anyone that can't show 400k in their Thai bank, as of yesterday. Which of course is the amount one needs in a Thai bank to get a 12 month extension.
They still give the single-entry which is for 90 days.
Oil workers and the such might still go for the multi-entry as it saves on turn around time etc etc when getting a 12 month extension. It's 5000thb, as opposed to 1900thb for the extension + 3800thb for the unlimited come n go permit. Not sure if Laos Air serve Tam Mak Hoong with metal or plastic spoons.
Agreed just did my 28th, 1900 baht 37 minutes a sheaf of fotocopies , voila! Probably spend another 20m a year don 90 day report on the app.
Caveat each office and officer seems a law unto themselves and if you have a fixed residence they are a monopoly
To be fair I live extremely close to the bank, ampur and their office and the officers are neighbours and extremely helpful explaining the annual variation on the number of fotos , map , how many pages to copy etc, no inducements expected nor given ever.
Of course if you have neither the time nor proper credentials , seasoned funds the back door corruption is available
