For the last 6 months or so the thai consulate in Savannakhet has stopped issuing 90 day single entry Non-O visas based on being over 50 (and AFAIK they never issued year-multi-entry Nono-O's for that reason).
Right now to get a 90 day single entry Non-O based on being over 50 you can use Vientiane (with a medical certificate, a police background check, a letter from your consulate stating you're retired and proof of funds) OR Penang (with just proof of funds in a thai or foreign bank) OR you can get a year-long, multi-entry Non-O visa based on being over 50 (retirement) from the thai consulate in Kota Bharu with only 380K baht in the bank ( i know a squirrelly amount but that's what they require).
