Most officials hold a blue UNLP (up to D-1 level).
A red UNLP is issued to particularly high officials (D-2 and above) such as myself.
now the latter needs a lot of cocksuking to acquire.

Considering how usless the UN I assume the cock sucking going is rather prolific.

My first year teaching at a government high school, I got a work permit and I was using a O visa ( based on marriage).

The second year, teacher's council responsible for issuing teacher's licence insisted that I get a B visa. I got the B visa and signed a two year contract.

The now, I've just finished the 1 year of a two year contract and my work permit must be renewed. The Teachers' Council of Thailand want me to take
the test for Thai culture. The way my school moves I pretty sure I won't be getting my papers in time for my work permit.

I was wondering, If I have a valid contract, but no longer a work permit would
the school still be obliged to pay me while I wait for the paperwork to be completed?

    Any thoughts?

Yes they would. In fact I wouldn't broach the subject of payment without a visa with them.

As long as you are in the country and have a valid contract then they should pay you, if that is what your contract stipulates. I would be very surprised if they didn't pay.

Some schools don't even supply visas yet they usually remember to honour the payments detailed in contracts.

So much bull shit in this thread. If the school has some pull with the labour office and or / are willing to pay under the table you can get a wp without a tefl or a degree. If thats not apparent you just work illegally if you like and take your chances. A letter from the director ? You wont get one unless a wp is a given in the advert. 20000bpm is an insult to your intelligence. Look elsewhere .

I have a degree and tefl. Since, I've been teaching for 2 years I need to do a thai culture course. I haven't done it because I haven't seen it being offered in Isaan and I have no real desire to travel to Bangkok for the course.

The Teachers' Council of Thailand doesn't want to give me a waiver until I do this course. Without the waiver, I cannot renew my work permit. But, I still have
another school year on my contract.

As above. I know lot's of people in Issan with no degrees with a WP. The school decides on what qualifications it requires from its teachers at the end of the day.
