So you are proposing solar paneled snow roofs for highways?
Those roofs would need to be built in a strength to carry a lot of snow, while the expensive solar panels would not be producing any power. In areas where snow is of concern, the yield woud be extremely low anyway because of low sun exposure over the year.
I also missed your announced solution for the storage problem. What would that be? We do need a solution for our energy needs but solar panels are probably not or a small part of it.
As blackgang mentioned, solar panels should go where the sun is and that's not over the highways usually.

I went to school in the 50s and 60s when global warming has not been thought of. But I learned about the importance of CO2 and the greenhouse effect. How anybody can believe humanity can double the amount of that gas in the atmosphere without effect, is beyond me.
I agree though, that we don't know exactly yet, what those effects will be. They may not be all negative.
