    To Protect & Serve!

From the video captured by two Millville Police car dashboard cameras, emerge two very different versions of what happened in the pre-dawn hours of February 3, 2008.

The just-released video (see left) is at the center of a lawsuit in which Sheila Stevenson, 42, claims she became the victim of excessive force, after then-Millville Police Officer Carlo Drogo pulled her over for illegally riding her bicycle on a sidewalk.

In the course of trying to handcuff Stevenson, the video shows Drogo as he sprays himself in the face with pepper spray and she appears to push him. Drogo then appears to knock Stevenson to the ground to subdue her. Drogo is seen, seemingly doubled over in pain, as other officers arrive.

So let's get this straight. The idiot cop was going to spray her, but sprayed himself, just for riding a bike on the pavement.

Of course there will be those who'll defend the cops and suggest she may have done something out of view of the camera.

Well if she had offered that blow job up front as is expected then nothing would be wrong and every happy.

Policemen have a very different personality, as most do in different trades.
and cops are not really wound to tight, what with the skin tight short sleeve shirts, black thin skin tight black leather gloves and and always swallowing or shooting Roids.
OH YEA the mirror aviators shades..

an alarming percentage of cops are just knuckleheads who couldn't get into a real university so they entered the military straight out of high school.

If you watch closely the idiot who sprayed himself hits her in the head several times when he stops crying and comes over to the front of her and the one on the lower part of the picture knees her in the back with some force, three or four times. How many policemen does it take to subdue a cycler riding on the footpath?

    What muppets!

    Actions and consequences.

Cops pulled her over. She sprayed the cop and he beat her ass. Good for him. Hope they lock her away for assaulting an officer. Only thing I would recommend is using a nightstick rather than his fists. Hurts less the following morning.

I can't be certain if he sprayed himself or she sprayed him? I never see him reach for any pepper spray he seems mostly intent on getting her hands cuffed and then suddenly jumps back wiping his face when he is trying to cuff her and he doesn't have pepper spray in his hand nor does he drop anything, so where does it go?? a woman out that late at night is likely to have some to protect herself with.

I think she sprayed him which would also account for his anger later but I don't see his reasons for arresting her just for riding her bicycle. But they do have the right to subdue a suspect for their own safety with cuffs until they sort it out. She is still resisting on the ground with the other 2 officers as well as most women seem to have this attitude that no one has the right to put their hands on them in any situation and this time she was wrong..

I don't condone the punches in the face that he threw though he also seems to kick her in the back several times and they are also pulling pretty heavily on her arms too that are stuck behind her, but again she isn't exactly cooperating at that point..

I would like the see the number of American police officers that have an American public high school education, then join the military, then become police officers.

    Fair point.

^ a fair few of them pick up an associates degree or the like at one of those military base diploma mills..and then go back to their home towns to 'big it up' wearing a badge and gun.

anyway, i certainly won't be surprised if this guy skates away from punishment.

Just who the hell uses that type of force to subdue someone for riding a bicycle on the sidewalk???

There has been a trend in the US for police to reach for the pepper gas / taser / pistol / nightstick when faced with a person who doesn't immediately lie on the ground and submit... No rhyme, no reason, just following orders... Is this an example of the land of the free and the home of the brave??? I think not...

Don't these fvcking morons have better things to do than harass a 42 year old woman for riding her bicycle???
Give a man a match, and he'll be warm for a minute, but set him on fire, and he'll be warm for the rest of his life.

it's not a fair point, it's the point of a moron..

His education and background have fuckall to do with his capacity to do his job well. There are thousands of police officers with equal qualifications and even less, that do an exemplary job with all of the professionalism of any other profession, they have kept our country safe with some of the worlds finest law enforcement, safety records and techniques anywhere. Several of them heroically died in the World Trade Centers too, that doesn't mean, just like in any profession, there isn't the occasional bad apple just like Madoff or Ken Lay as a couple of recent highly educated examples..

I have seen reports about this from a couple of different sources, and all of them indicate that the cop pepper sprayed himself, and I see no reports of the officer contesting that point.

With the exception of the punches to the head I don't think the amount of force used was excessive. The lady was clearly resisting arrest, even when the officer first approached her it seems she refused to simply get off her bike. From that point until the point she was cuffed she was physically refusing to do as instructed.

She was charged with and found guilty of resisting arrest - as she should have.

On the flip side the first officer on the scene - the one that hit her in the head. Did use excessive force and should be disiplined for it. He has since left the force and as such I doubt much will come of this.

No doubt the reason she did resist was because she had cocain in her possession:

In connection with the incident, Stevenson was charged with possession of cocaine, resisting arrest, providing false information to a law enforcement officer, obstruction of justice and failure to turn over a controlled dangerous substance to police.
