Prime Minister Paetongtarn named global leader under 40 by YGL 2025

Paetongtarn has been selected as one of the Young Global Leaders under 40 who are driving change by “YGL 2025.” This recognition reflects her vision and leadership on the global stage.

Jirayu Huangsap, Advisor to the Prime Minister, revealed on Wednesday (April 16, 2025) that Prime Minister Paetongtarn Shinawatra has been selected as one of the Young Global Leaders (YGL) of 2025 by The Forum of Young Global Leaders.

She is one of 114 individuals under the age of 40 recognised globally for creating positive change.

The YGL platform, an initiative under the World Economic Forum (WEF), is a prestigious global network of top leaders from the public and private sectors, as well as civil society, who nominate and evaluate emerging leaders for their impact, collaboration, and innovative problem-solving.

Eligible candidates must be nominated by others, be under the age of 40, and demonstrate outstanding leadership and a proven record of delivering positive impact in their respective fields.

The Prime Minister was acknowledged for her leadership and forward-looking vision, which are seen as driving forces behind positive transformations in national governance.

Despite being Thailand and Asia’s youngest female prime minister and only months into her role, she has already earned international recognition — previously being listed in TIME magazine’s 100 Most Influential People.

Her administration has taken swift action to address key social challenges, including dismantling call centre scams, tackling drug issues, and improving disaster response. She has also advanced several key policies, such as the 30-Baht Universal Healthcare Anywhere scheme and economic stimulus efforts, including the digital wallet initiative.

Moreover, as Chair of the Thai Soft Power Committee, she played a pivotal role in elevating Thailand’s Songkran Festival into a global cultural celebration, enhancing the nation’s soft power amid ongoing global economic uncertainties.

Founded in 2004 by Professor Klaus Schwab, the Forum of Young Global Leaders aims to build a community of responsible, purpose-driven leaders committed to improving the state of the world. The program has over 1,400 current and former members from more than 120 countries, spanning business, politics, academia, arts, and social activism.
Keep your friends close and your enemies closer.

Governments debt refinancing program extended to end of this month

The government has extended the registration period for the “You Fight, We Help”, or “Khun Soo Rao Chuay”, program for small debtors - both individuals and small and medium-sized enterprises (SMEs) - until April 30.

Government spokesperson Sasikan Wattanachun announced the update this week, adding that more applicants are welcome to register for the scheme via the Bank of ThailandÂ’s website at www.bot.or.th/khunsoo.

She said that applications have already exceeded the governmentÂ’s initial target of around 1.9 million, prompting the extension of the registration deadline from the original date of February 28.

According to the spokesperson, individuals and SME operators can register through the Bank of ThailandÂ’s website until 11.59pm on April 30, or contact the BOT Contact Center at 1213 for more information.

The program is open to small debtors of both commercial banks and non-bank financial institutions. It is intended not only to ease their debt repayment burden but also to help reduce household debt in Thailand by about 10%.

Arrest warrants imminent in SAO building collapse, says PM

Arrest warrants for those linked in the collapse of the State Audit Office (SAO) building will be issued soon, Prime Minister Paetongtarn Shinawatra said.

Her remarks on Friday followed a meeting with various government agencies after the 30-storey building in Bangkok’s Chatuchak district collapsed due to an earthquake on March 28, resulting in multiple injuries and fatalities.

Paetongtarn stated that the government would collaborate with the Comptroller General's Department, which holds procurement indicators and the authority to terminate contracts. She also called on the Department of Public Works and Town & Country Planning to work with the police and other relevant agencies to investigate those potentially involved in the incident.

The Prime Minister noted that the Department of Special Investigation (DSI) is currently examining the quality of steel and cement used in the construction, as well as changes to the original design that may have led to the collapse. The department is also investigating issues related to foreign business operations and alleged bid rigging.

“Please be assured that the government is not turning a blind eye to this matter,” she said.

Paetongtarn expressed her deep concern over the loss of life, stressing that she could not accept such casualties caused by the collapse of a single building. She said this cannot be compared with Myanmar, where several buildings collapsed due to an 8.2-magnitude earthquake centred in Mandalay.

She clarified that determining the cause of the collapse is the responsibility of the Royal Thai Police and DSI officials.

“Whether it involves issuing arrest warrants or other actions, we’ve discussed this with the police, and they’ve assured us that once sufficient evidence is gathered, arrest warrants will be issued,” she said, adding that this should not take much longer.

When asked by the press why certain agencies have been uncooperative in providing information and documents, Paetongtarn stressed that all agencies must cooperate fully — including the SAO itself — to avoid public suspicion.

The Prime Minister reiterated that the government and relevant agencies are proceeding based on existing evidence and that police have been instructed to carry out their duties to the fullest extent. She also called for inspections of large-scale construction projects to prevent future tragedies.

“Every building must be accountable, as this directly concerns the safety of people who live and work there every day. When problems arise, they must be investigated and prosecuted transparently,” she said.

Regarding allegations of signature forgery and the involvement of SAO officials, Paetongtarn insisted that investigations should be evidence-based and that any punishment should be determined on an individual basis.

She concluded by stating that it is impossible for no one to be held responsible for the incident.

THB100,000 funeral aid disbursed to families of collapsed building victims

As of April 18, 49 people have been confirmed dead, with two bodies still awaiting identification.
The government on Friday began disbursing funeral allowances of 100,000 baht each to the families of victims who died in the collapse of the State Audit Office (SAO) building in Bangkok’s Chatuchak district.

The under-construction 30-storey building on Kamphaeng Phet 2 Road collapsed on March 28 following the impact of an 8.2-magnitude earthquake near Mandalay, Myanmar, trapping over a hundred workers inside.

As of April 18, 49 people have been confirmed dead, with two bodies still awaiting identification.

The first batch of funeral payments was granted to the families of 17 victims at the Department of Disaster Prevention and Mitigation (DDPM) headquarters in Bangkok on Friday. The ceremony was presided over by Deputy Prime Minister and Interior Minister Anutin Charnvirakul, in his capacity as national disaster relief commander.

Also in attendance were Deputy Interior Minister Songsak Thongsri, Interior Ministry Permanent Secretary Ansit Samphantharat, DDPM Director-General Phasakorn Boonyalak, and Bangkok Deputy Governor Tavida Kamolvej.

To ensure timely and adequate support, the Comptroller General’s Department has authorized the DDPM to operate beyond standard procedures under the 2020 Emergency Disaster Assistance Framework. Financial assistance has been increased in three key areas:

    • Funeral expenses for deceased victims: 100,000 baht per person
    • Compensation for severely injured victims who became disabled: 100,000 baht per person
    • Reimbursement of uncovered medical expenses, based on government-set rates

Officials confirmed that documentation from the 17 families had been verified, religious rites performed, and the funds disbursed in full.

Most families transported the bodies to their home provinces for final ceremonies, including Ubon Ratchathani (1), Nong Khai (3), Nan (2), Uthai Thani (1), Udon Thani (1), Nakhon Phanom (1), Chai Nat (1), Khon Kaen (1), Phitsanulok (1), Suphan Buri (1), Chaiyaphum (2), and Nong Bua Lamphu (2).

Provincial governors have been instructed to assist in the smooth transfer of funds to the recipients’ bank accounts, officials said.

Thailand to propose five measures in tariff negotiations with the US

Thailand is set to propose five measures to the United States in trade talks, scheduled for April 23rd in Washington DC, aimed at easing the full impacts of the 36% reciprocal tariffs imposed on Thai exports to the US market.

The Thai delegation, led by Finance Minister Pichai Chunhavajira, left Bangkok yesterday. According to the Finance Ministry and the Bank of Thailand, the talks are expected to be unpredictable and are shrouded in uncertainties.

The Thai delegation has prepared a set of five measures to be proposed to their American counterparts. These include the opening of the Thai market and import tax cuts for US farm products, under the framework of the US National Trade Estimate 2025, increased imports of US-made products which cannot be locally produced in Thailand, tighter screening of re-exported products from Thailand, promotion of Thai investments in processing industries in the US and cooperation between Thailand and US on mutually supportive industries.

Citing an example, Pichai told the media on Wednesday that Thailand plans to import one million tonnes of liquefied natural gas (LNG), worth about US$600 million, from the US over a five-year period, and about 400,000 tonnes of ethylene gas, worth about US$100 million, over four years.

He said that the reciprocal tariffs to be imposed on Thai products is a major issue, which Thailand will have to address by itself, adding, though, that consultations with ASEAN member states, regarding a collective approach towards the US trade barriers, must be pursued in parallel with unilateral approach.

Pichai offered an assurance that Thailand has sufficient liquidity and national reserves and that the reserves will not be used under the present difficult circumstances.

DFT set to be sole issuer of COs for US-bound exports

The Department of Foreign Trade set to become sole issuer of Certificates of Origin, tightening control over US-bound exports. The Federation of Thai Industries has given its approval, with the proposal soon to be submitted to the Cabinet for endorsement.

The Department of Foreign Trade (DFT), on April 9, 2025, convened a meeting with the Federation of Thai Industries (FTI) and the Thai Chamber of Commerce (TCC) to discuss stricter protocols for issuing Certificates of Origin (General Form CO) for export products on the watchlist—particularly those destined for the United States.

The discussion centred on the US government's growing concern over the alleged misrepresentation of Thai origin in exports.

In response, the DFT proposed that it become the sole agency authorised to issue General Form COs for 49 specific goods identified on the US watchlist, out of a total of 58 items flagged for risk, 49 for the US market and 9 for the European Union.

This measure aims to strengthen trust with international trade partners and minimise the risk of origin fraud.

Should the FTI and TCC support the proposed framework, the matter will be escalated to the Cabinet for final approval.

Paetongtarn officially releases 11 bn baht to 79,610 village funds

PM Paetongtarn injects 11bn baht into 79,610 village funds, reviving her father’s legacy to boost grassroots economic development nationwide.

Prime Minister Paetongtarn Shinawatra on Monday presided over a ceremony to inject an additional 11 billion baht into revolving village funds nationwide—a project initiated by her father 21 years ago.

The event took place at 2pm at the IMPACT Exhibition and Convention Centre in Pak Kret district, Nonthaburi. During the ceremony, Paetongtarn formally announced the release of 11 billion baht to 79,610 village funds across the country.

Organised by the Office of the National Village and Urban Community Fund, the event was attended by Digital Economy and Society Minister Prasert Chantararuangthong, Prime Minister’s Office Minister Jiraporn Sindhuprai, and around 4,000 participants, including officials from relevant government agencies.

Funding Allocated Based on Village Size

Paetongtarn explained that the funds were allocated based on village size, with each fund receiving either 200,000 baht, 300,000 baht, or 400,000 baht. This structure follows the “SML” (Small, Medium, Large) village fund model.

In her speech, she emphasised that the government aimed to empower local communities to decide how to address their own needs. By allocating the funds directly to revolving village funds, residents could take ownership of their development initiatives.

    Reviving a Legacy Programme

Paetongtarn noted that the village fund programme has operated for over 20 years, circulating more than 300 billion baht to date. She credited the initiative to her father, former prime minister Thaksin Shinawatra, whose Thai Rak Thai government launched the programme in 2004 following consultations with rural communities.

The project was continued and expanded by Thaksin’s sister, former prime minister Yingluck Shinawatra, in 2012 with additional budget allocations.

Paetongtarn reaffirmed that the current government does not distribute direct cash handouts but instead empowers communities to design and manage their own development projects through village-level decision-making.

She expressed hope that the village funds would successfully implement development projects and contribute to grassroots economic growth.

Today, the programme supports over 13 million members of the 79,610 village funds operating nationwide.

PM urges multinational cooperation to overcome global challenges

Thai premier highlights urgent need for cross-border cooperation to address climate change, disasters, and regional instability

At the 81st session of the Economic and Social Commission for Asia and the Pacific (ESCAP) on Monday, Thai Prime Minister Paetongtarn Shinawatra has called for strengthened international cooperation at all levels to address today’s pressing global challenges.

Paetongtarn said countries worldwide are facing serious cross-border threats, including natural disasters, geopolitical tensions, climate change, and transnational crime.

The Thai premier was speaking to ministers from across Asia and the Pacific attending the session, which runs from April 21-25 in Bangkok under the theme “Regional cooperation for resilient and sustainable urban development in Asia and the Pacific.” It aims to foster discussion on current and emerging policy issues surrounding the Sustainable Development Goals (SDGs), a set of 17 interconnected targets aimed at addressing global challenges.

“These issues affect peace, stability, and security, as well as international and regional development, which means they affect each and every one of us.

“Solving and addressing these issues requires us to strengthen cooperation at all levels,” she said.

Paetongtarn highlighted the importance of multilateral platforms such as the United Nations, ESCAP, ASEAN, BIMSTEC, the Organisation for Economic Co-operation and Development, and the Asia Cooperation Dialogue, saying “they are more crucial than ever” in helping nations achieve resilience and inclusive, sustainable development, and to attain the SDGs.

She also referred to the importance of international aid and dialogue in the aftermath of the devastating 8.2-magnitude earthquake that struck Myanmar and severely affected Thailand on 28 March.

The Thai PM said Thailand has shared, and will continue to share, its development strategies with allies to support collaborative growth.

“Thailand believes that regional cooperation must proceed in tandem with national action.

“Meanwhile, public-private partnerships and multi-stakeholder collaboration are essential to driving sustainable and inclusive development goals,” she reiterated.

The PM added that Thailand is striving to meet the SDGs through key strategies focused on three main areas: food security, the creative economy promoted through soft power, and the green economy.

Thailand is ready to be “the kitchen of the world”, while also aiming to achieve net-zero emissions by 2065, she explained.

Thailand has made progress towards the SDGs, ranking 45th globally in the SDG Index 2024, thanks to advances in health and education. However, major challenges remain in areas such as inequality, justice, and environmental sustainability.

PM ready to lead Thai delegation in tariff talks with the US

Prime Minister Paetongtarn Shinawatra said today she is prepared to lead the Thai delegation to the US for tariff talks, after the Trump administration cancelled tomorrow’s appointment with the Thai delegation and asked Thailand to review its proposals.

She said that the head of the Thai delegation, Finance Minister Pichai Chunhavajira, will explain later about the US reservations, vis-ŕ-vis Thailand’s trade proposals, adding that the postponement of the meeting will not be for too long, noting that there is a 90-day pause in the imposition of the reciprocal tariffs, of which 70 days remain.

As a sovereign state, Paetongtarn said the talks between Thailand and the US should be on an equal footing and be mutually beneficial.

Commenting on China’s threat that it may retaliate against countries which give in to the US, to the extent that it impacts Chinese interests, the prime minister said that she is aware of such a prospect, adding that Thailand must maintain a balance in its relationships with both the two super powers.

She offered an assurance that, for the time being, the tariff talks between Thailand and the US are not affecting Thailand, adding, however, that the government may have to make some adjustments once there is a clearer picture on the issue, particularly relating to Thai agricultural products.

Meanwhile, Finance Minister Pichai claimed that the meeting with the US delegation was postponed because the Thai side does not want to rush into the talks, but does not want to be too slow either.

He said the Thai side wants to wait and see how the talks between the US and other countries transpire but, despite the postponement, officials at the Thai Embassy in Washington DC are still working on the matter.

He admitted that all countries will be affected by the US administration’s tariff policy, which is likely to upend the global trade system. Nonetheless, he said Thailand must take precautions to cope with the unpredictable while preparing to help businesses affected by the US trade war.

PM orders full cooperation in SAO building collapse probe, Reviews visa-free policy

PM orders probe into SAO building collapse expedited, greenlights DSI action, reviews visa-free for illicit businesses, and urges revised compensation criteria.

Government Spokesperson Jirayu Houngsub announced that during the Cabinet meeting on Tuesday, April 22, 2025, Prime Minister Paetongtarn Shinawatra issued a series of directives focused on accelerating the investigation into the collapse of the State Audit Office (SAO) building and reviewing ThailandÂ’s visa-free policy.

Paetongtarn expressed concern over insufficient cooperation from several agencies in the investigation. She instructed all relevant government bodies to fully support the Royal Thai Police by promptly providing all necessary documents and data to facilitate a timely determination of the collapse's cause.

The PM specifically requested the SAO to submit all documents, including a report from the investigation committee, which indicated a breach of contract by a contractor since January 2025, yet no contract termination was carried out.

The Meteorological Department and the Department of Mineral Resources were also tasked with urgently submitting their reports on any seismic activity in the Bangkok area to the national police.

The Comptroller GeneralÂ’s Department was directed to assist in reviewing the procurement process and building materials standards, especially concerning legal compliance and the authority to terminate contracts with violating companies.

The Department of Public Works and Town & Country Planning under the Ministry of Interior, which was involved in design approval and inspection of the SAO building, was also instructed to fully cooperate with the investigation.

Additionally, the Ministry of Industry was ordered to collaborate with the Department of Special Investigation (DSI) in addressing potential violations relating to substandard steel and cement, illegal foreign business activities, and bid rigging.

Regarding compensation for those affected, Paetongtarn noted that current compensation guidelines by the Comptroller General’s Department do not reflect the true extent of the damage. She instructed relevant agencies—including the Department of Disaster Prevention and Mitigation, the Department of Public Works, and the Bangkok Metropolitan Administration—to urgently explore ways to revise the regulations, ensuring fair and flexible compensation aligned with the damage incurred, while avoiding repetition with insurance payouts already disbursed for building repairs.

On tourism policy, the Prime Minister also called for a review of the current visa-free scheme, which allows stays of 60 or 90 days for citizens of select countries. She noted concerns about misuse of the program, such as overstays and illegal employment.

The Ministry of Foreign Affairs, the Ministry of Interior, and the Ministry of Tourism and Sports were tasked with enforcing existing laws, assessing the impact of the visa-free program, and evaluating the appropriateness of the permitted duration of stay. The goal is to maximise the programÂ’s benefits while staying aligned with its tourism-promotion purpose.

“The Prime Minister has urged all ministries to work together to quickly build confidence among foreign investors and tourists to encourage them to invest in and visit Thailand. The government is fully prepared in terms of safety measures and various promotional initiatives to stimulate the country’s economy in the second half of the year,” said Jirayu.

Finance Ministry to inject over 500 billion baht to boost GDP above 1.8%

The Finance Ministry aims to inject over 500 billion baht into the economy to boost Thai GDP above 1.8%, with a focus on stimulating consumption, investment and providing soft loans.
This comes in response to the International Monetary Fund (IMF) revising Thailand’s 2025 GDP growth forecast downward from 2.9% to 1.8%, citing the impact of US reciprocal tariffs. Thailand remains the only ASEAN country whose GDP projection has been cut to below 2%. For 2026, the IMF anticipates a further decline to 1.6%.

Finance Minister Pichai Chunhavajira said that he views the IMF forecast as a preliminary assessment. He does not believe Thailand’s GDP will fall as sharply as predicted, noting that the current situation remains uncertain.

He acknowledged that US President Donald Trump’s tariff policies may have some impact, but affirmed that the government is closely monitoring developments and stands ready to implement stimulus measures to cushion the GDP slowdown and sustain growth at prior levels.

“The economic stimulus package must be substantial enough to drive momentum. Personally, I believe at least 500 billion baht will be necessary, and the focus will be on domestic initiatives—stimulating consumption and investment, as well as soft loans,” Pichai stated.

He added that the source of funding remains under review, with several options being considered. Consultations are ongoing with key agencies, including the National Economic and Social Development Council (NESDC) and the Bank of Thailand.

When asked whether the funding would increase the debt-to-GDP ratio, Pichai said that many countries operate with higher debt levels. “What matters is how the money is used. If it leads to economic expansion, the debt-to-GDP ratio could actually decline,” he explained.

Finance Ministry Permanent Secretary Lavaron Sangsnit affirmed that Thailand’s fiscal position remains robust.

He emphasised that the 500-billion-baht stimulus package must be deployed strategically, noting that stimulating domestic consumption could deliver swift economic gains. Investment, he added, is equally vital to support structural economic reform.

Lavaron said that the final decision on the funding source has yet to be made. Options include budget reallocation, utilisation of the remaining 150 billion baht from previous stimulus efforts, and mobilising funds from state financial institutions for lending purposes.

Details of the proposed projects should become clearer by next month, pending further global economic developments.

Regarding a potential increase in the public debt ceiling to 75–80%, Lavaron played down concerns, noting that many countries manage debt levels of up to 80% or even 100% of GDP.

“The key issue is not the ceiling itself, but how the funds are used and the government's ability to repay its debts,” he said.

If the government proceeds with borrowing an additional 500 billion baht, it would increase the public debt-to-GDP ratio by just over 3%, bringing it from the current level of 64.21%.

Thai, Cambodian PMs discuss U.S. tariffs, call for stronger ASEAN cooperation

The PM emphasized the importance of strengthening bilateral ties and enhancing cooperation among ASEAN member states to increase collective bargaining power

Thailand’s Prime Minister Paetongtarn Shinawatra revealed that her recent meeting with Cambodian PM Hun Manet included discussion on the United States tariff issues. During the talks, she emphasized the importance of strengthening bilateral ties and enhancing cooperation among ASEAN member states to increase collective bargaining power.

On Thursday, Paetongtarn gave an interview regarding her official visit to the Kingdom of Cambodia. The visit, held from April 23–24, marked the 75th anniversary of diplomatic relations between Thailand and Cambodia. Government Spokesperson Jirayu Huangsub summarized the key points of her statement as follows:

The Prime Minister expressed her deep appreciation for the warm and dignified welcome extended by the Cambodian government, emphasizing that both nations are committed to continuing their strong bilateral relationship.

Following the official welcoming ceremony at the Peace Palace, Paetongtarn held discussions with Cambodian Prime Minister Hun Manet on various matters, including the issue of U.S. tariffs. She noted that Thailand has been closely monitoring developments on this front to prepare well-informed strategies for future negotiations.

“In less than 30 days, we have already seen significant changes. It is clear that the U.S. is also observing global reactions closely, as this is a new and evolving issue,” said Paetongtarn.

“Thailand has been thoroughly preparing information and exploring additional actions. In discussions with Prime Minister Hun Manet, we talked about ASEAN-level cooperation. ASEAN has rich resources and unique strengths, and we believe collaboration will enhance our bargaining power.”

She added that both Thailand and Cambodia have consulted with other ASEAN leaders and agreed that united regional cooperation would amplify ASEAN’s voice and negotiating leverage. Both countries are committed to working closely and firmly together to address the challenges, aiming for a “win-win” solution. Thailand has also been consulting with all sectors, including the private sector, to carefully monitor the situation and respond accordingly.

The Prime Minister also highlighted the achievements of her Cambodia visit, including witnessing the signing of seven joint agreements between the two countries. These involved ministers from the ministries of Transport, Interior, Foreign Affairs, Natural Resources and Environment, and Labor. The agreements cover areas such as environmental cooperation, addressing the PM2.5 pollution problem, promoting no-burn agricultural practices, and joint efforts to combat cybercrime. Relevant agencies from both countries will closely coordinate and share intelligence and information.

Jirayu added that later this year, Thai and Cambodian leaders will co-chair the official opening ceremony of the first Thailand–Cambodia Friendship Bridge, located at Ban Nong Ian in Aranyaprathet District, Sa Kaeo Province, directly opposite Stung Bot in Poipet District, Banteay Meanchey Province, Cambodia. They will also hold an informal joint cabinet retreat (JCR) at the Thai-Cambodian border in Sa Kaeo Province to follow up on current discussions and further strengthen bilateral cooperation on all fronts.

Paetongtarn hospitalised after returning from Cambodia; Today's schedule postponed

Prime Minister Paetongtarn Shinawatra was admitted to the hospital on Thursday night after returning from an official visit to the Kingdom of Cambodia, according to Government Spokesperson Jirayu Huangsap.

Jirayu said the Prime Minister had a full schedule of duties in Cambodia from Wednesday through Thursday. She departed Cambodia around 2:00 PM on Thursday and arrived in Thailand at approximately 3:30 PM.

Upon returning home, she began to feel unwell with a mild fever, which worsened into a high fever by the evening, he said. At around 9:00 PM, the Prime Minister sought medical attention, and doctors advised hospital admission for a thorough examination.

Doctors plan to conduct further tests on Friday morning, Jirayu added.

The Prime Minister’s official schedule on Friday at Government House, including meetings with visitors, has been postponed. Other responsibilities have been delegated to the Deputy Prime Minister and the Prime Minister’s Secretary-General, said Jirayu.

On Thursday, Paetongtarn revealed that her recent meeting with Cambodian Prime Minister Hun Manet included discussions on United States tariff issues. During the talks, she emphasized the importance of strengthening bilateral ties and enhancing cooperation among ASEAN member states to increase collective bargaining power.

PM discharged from hospital after high fever

Prime Minister Paetongtarn Shinawatra was discharged from hospital after recovering from a high fever, a government official said on Friday.

Paetongtarn, 38, was admitted to hospital after returning from a two-day visit to Cambodia on Thursday evening.

After a thorough medical examination, doctors confirmed her condition had improved and allowed her to rest at home and would return to duties on Monday.

She had returned from Phnom Penh yesterday afternoon and had a slight fever. She returned to her residence, but the fever worsened, so she was taken to hospital at around 9pm, where doctors admitted her overnight for observation.

Her husband, Pidok Sooksawas, posted a picture of his wife resting in a hospital bed, with the caption: “You listens to no one. Your body has warned you that you couldn’t take it."

Her schedule for today had included a meeting with Chris Feng, president of Sea Limited, a Singapore based consumer internet company, at 10am, followed by a meeting with Sir Tony Blair, former UK prime minister and executive chairman of the Tony Blair Institute for Global Change (TBI), at 1pm.

She was also due to chair a Police Commission meeting at 3pm.

Thai Government Vows Crackdown on Dodgy Imports and "Nominee" Firms After US Alert

Ministers pledge tougher inspections and legal action following concerns over product quality and illegal business practices

Deputy Prime Minister and Finance Minister Pichai Chunhavajira, has instructed the Commerce Ministry to urgently step up checks on substandard goods flooding into Thailand and those fraudulently claiming Thai export status.

The government has also pledged to tackle "nominee" companies used to circumvent foreign ownership laws, following concerns raised by the United States.

Discussions centred on the influx of both good and poor-quality products, as well as goods being processed in Thailand to falsely claim Thai origin for export purposes.

The Commerce Minister added that over 29,000 cases involving substandard goods have already been pursued through the courts, with efforts now being intensified.

Furthermore, 852 companies suspected of using Thai nationals as nominees to mask foreign ownership, with a total registered capital of 15.888 billion baht, have been investigated.

A further 49,000 companies with foreign shareholders are now under scrutiny to determine if they are operating within the legal framework.

The permanent secretary of the Commerce Ministry emphasised that consumer safety and quality of life are the top priorities in product control.

Existing laws will be strictly enforced, with all imports, regardless of origin, facing equal scrutiny based on established industry standards for goods, food, and pharmaceuticals.

This includes ensuring that labels on electrical appliances are clearly provided in Thai.

Pichai stressed the government's focus on product quality, stating that any suspiciously cheap goods found on online platforms like TEMU will be investigated to verify their legal entry and quality certifications.

The Commerce Ministry will take the lead in these checks and has the authority to instruct online platforms to remove substandard items.

He further stated that any online platform wishing to sell goods in Thailand will be required to register domestically, bringing all operations within the legal system.

Cabinet approves loans for Eastern Aviation City Project development

The Cabinet on Tuesday approved the borrowing of loans to support the construction of two initiatives under the U-Tapao Airport and Eastern Aviation City Development Project.

According to a government source, the Finance Ministry has been assigned to secure a loan from the Asian Development Bank (ADB) for the development of Motorway 7, which links to U-Tapao Airport.

The project, valued at US$68.74 million (approximately 2.44 billion baht), aims to enhance the motorway infrastructure within the Eastern Economic Corridor (EEC) to better withstand the impacts of climate change.

The Finance Minister, or a representative designated by the minister, will be authorised to sign the loan agreement on behalf of the Government of Thailand, a source said.

In addition, the Cabinet has approved the Finance Ministry to borrow a loan of US$423.05 million (13.21 billion baht) from the Asian Infrastructure Investment Bank (AIIB) for the U-Tapao Airport and Eastern Aviation City Development Project, specifically for the construction of a second runway and taxiway.

The Cabinet also approved the draft loan agreement and related documents, and consented to the use of arbitration for dispute resolution, in accordance with the terms set out in the general conditions for government loans.

The National Economic and Social Development Council (NESDC) has recommended that the Public Debt Management Office consult with the Budget Bureau, the Royal Thai Navy, and the EEC Policy Committee to align the loan disbursement and financing plans with the revised timeline for the opening of U-Tapao Airport, which has been significantly delayed. This coordination aims to ensure efficient public budget management.

However, the Bank of Thailand has expressed concerns regarding the exchange rate risk associated with borrowing in US dollars. It noted potential issues related to sufficiency for expenditures in baht, as well as repayment of the loan in the future.

The Finance Ministry has therefore been urged to consider appropriate risk management strategies to mitigate exchange rate exposure.

Thai exports soar 17% in March, hitting record high

Commerce Minister Pichai Naripthaphan announced that Thailand’s exports in March 2025 reached a historic high of US$29.5 billion, marking a robust 17.8% year-on-year growth. This is the highest monthly export value ever recorded for the country.

In the first quarter of 2025 (January–March), Thai exports expanded by 15.2% to a total value of US$81.5 billion. Growth was consistent throughout the period—13.6% in January, 14% in February, and 17.8% in March—resulting in a trade surplus of US$1.08 billion for the quarter.

Pichai credited the positive trend to the proactive economic policies under Prime Minister Paetongtarn Shinawatra, who assumed office in October last year. Since then, Thailand’s exports have grown every month, averaging 12.9%—a rate unseen in over a decade, reflecting a strong economic rebound.

“This growth is not limited to the US market, but extends to key partners including China and the EU,” he said. “Even though US tariff policies may pose challenges in the months ahead, close collaboration between the government, the Ministry of Commerce, and the private sector should keep export momentum positive.”

He also invited the media and private sector representatives to attend a seminar titled “Decoding Trump’s Tariff Policies: New Opportunities in Trade”, co-hosted by the Thai Chamber of Commerce and the Federation of Thai Industries. The event will be held in the afternoon of April 25, at the New Economy Academy (NEA) on Ratchadaphisek Road.

The seminar aims to analyse how shifts in US trade policy—especially amid rising tensions between the US and China—could create new opportunities for Thai products to fill global supply gaps.

“Don’t see it only as a crisis. Every crisis holds opportunity,” said Pichai. “Thailand’s economy remains resilient, and we’re ready to move forward.”

In March alone, Thailand saw export growth for the ninth consecutive month. Even excluding oil-related products, gold, and arms, exports still grew 15%. The surge was driven by industrial goods, particularly to markets with accelerating manufacturing activities, as indicated by rising Purchasing Managers' Index (PMI) figures.

The urgency to import goods before potential US tariff hikes also played a role in stabilising supply chains and mitigating future cost pressures.

When excluding oil, gold, and arms, exports in Q1 grew by 13.8%, affirming a solid upward trend.

Rail, road developments to be stepped up for 3 northeastern provinces

Thailand to boost road, rail, and air transport in three northeastern provinces to create new tourism and economic hubs in the Mekong region.

Prime Minister Paetongtarn Shinawatra has ordered the Transport Ministry to accelerate the development of roads, railways, and air links to three northeastern provinces, aiming to transform them into economic and tourism hubs for the Mekong Basin, the government spokesman said on Sunday.

Government spokesman Jirayu Houngsub said the prime minister wanted transport facilities in Sakon Nakhon, Nakhon Phanom, and Mukdahan to be further developed to serve both tourists and local residents.

    Air Transport

For air transport, the ministry has been instructed to secure more flights to Nakhon Phanom and Sakon Nakhon to promote tourism in those provinces and surrounding areas.

The ministry has also been directed to proceed with the Mukdahan airport project, with its environmental impact study expected to be completed this year.

    Rail Transport

The ministry will construct a double-track railway from Ban Phai to Mukdahan and Nakhon Phanom, covering a distance of 355 kilometres. The railway is expected to be operational in 2028, serving 3.8 million passengers and transporting 700,000 tonnes of goods per year.

Additionally, three new railway projects are planned:

    • A 247-km railway from Udon Thani to Sakon Nakhon and Nakhon Phanom
    • A 316-km railway from Nong Khai to Bueng Kan and Nakhon Phanom
    • A 173-km railway from Mukdahan to Amnat Charoen and Ubon Ratchathani

The ministry will also build a goods transport terminal for border trade in Nakhon Phanom, which will be operational within this year.

The terminal will connect to the R12 international highway linking Laos, Vietnam, and southern China, and will offer one-stop services, integrating road and rail transport systems.

    Road Transport

Jirayu said the Transport Ministry has completed the construction of several roads in Nakhon Phanom, Sakon Nakhon, and Mukdahan. The ministry will also undertake more than 20 additional road projects to better connect the three provinces to neighbouring countries.

    Healthcare and Tourism Promotion

The government will promote the three northeastern provinces as year-round tourist destinations, highlighting their rich cultural heritage.

In addition, the government will strengthen healthcare services in the upper Northeast by approving the establishment of a medical school at Nakhon Phanom University, aimed at producing more doctors to serve the region.

Phumtham hails Klatham victory, rules out Cabinet changes

Defence Minister Phumtham congratulated the Klatham Party on its Nakhon Si Thammarat by-election win but insisted it was unrelated to a Cabinet reshuffle.

He made this remark after Kongkiat Ketsombat, a candidate from the Klatham Party, unofficially won the by-election for Nakhon Si Thammarat Constituency 8. The Klatham Party, a coalition partner, is led by Narumon Pinyosinwat, who also serves as Agriculture Minister, with Thamanat Prompow acting as the party’s chief adviser.

Responding to rumours of a Cabinet reshuffle following the by-election, Phumtham said that there had never been any discussions on the matter, and the Prime Minister had confirmed that the speculation originated from media enquiries seeking to gauge the situation.

He stated that the Klatham Party gaining an additional MP was certainly a cause for congratulations, but emphasised that it was entirely separate from any issue of a Cabinet reshuffle.

Do not mix up the Cabinet reshuffle issue with the by-election result, he said. If you do, it will only cause confusion and lead to baseless speculation, resulting in narratives that are inconsistent with reality.

When asked whether the increase in MPs might affect the proportion of ministerial positions, Phumtham stressed that the government and its coalition partners had been able to work together harmoniously, without ever discussing quotas for ministerial allocations among the parties.

"In politics, if cooperation is smooth and effective, there is no need for any adjustment," he said.

Village funds must submit financial reports, project details to receive budget

Village funds must submit financial reports and project details to receive new development budgets under Thailand’s SML scheme.

Village funds nationwide are required to submit their financial reports and detailed development projects to be eligible for new development budgets under the so-called SML scheme, PM’s Office Minister Jiraporn Sindhuprai said on Monday.

Unlike in the past, the new budget for village funds will not be automatically allocated; instead, funds must meet certain conditions to receive the money, Jiraporn explained.

The new budget will no longer be used for granting personal loans to villagers, as was previously the case. Instead, the money will be spent on development projects that must be approved by a majority of villagers in each community, she added.

Last week, Prime Minister Paetongtarn Shinawatra presided over a ceremony to remit 11.9 billion baht to the National Village and Urban Community Fund Office (NVUCFO) for distribution to 79,610 village funds under the SML — small, medium, and large village — scheme.

    Allocation Based on Village Size

Jiraporn said the fund would be distributed according to village size:

    • 200,000 baht for small villages with no more than 500 residents each
    • 300,000 baht for medium-sized villages with between 501 and 999 residents each
    • 400,000 baht for large villages with more than 1,000 residents each

    Conditions for Eligibility

Jiraporn stated that village funds must meet the following criteria to be eligible for the new budget:

    • Be registered as legal entities
    • Have submitted financial reports for the 2023 and 2024 fiscal years
    • Ensure that members of the fund committees are still in office
    • Obtain approval for development projects from at least half of village residents and at least half of fund members

NVUCFO to Begin Considering Projects Next Month

Meanwhile, a Government House source said the NVUCFO would start considering development projects submitted by village funds next month.

The source said each village fund must first hold a meeting of local residents to approve the proposed projects. These projects must then be submitted to the NVUCFO for consideration, with budget allocations expected to be finalised by late May.

PM Paetongtarn falls ill again yesterday during Nakhon Phanom visit

Prime Minister Paetongtarn Shinawatra, who was on an official visit to Nakhon Phanom province yesterday, said she was still suffering from fatigue and a high fever, which forced her to cancel some of her scheduled activities in the afternoon.

She appeared pale while being briefed about cross-border drug problems along the Mekong River.

A nurse accompanying her noticed her condition and provided her with some medication, electrolytes and a herbal inhaler.

As her condition did not appear to improve, medical staff on site checked her pulse and blood pressure and administered preliminary medical care.

She then assigned Deputy Prime Minister Phumtham Wechayachai to chair the meeting on her behalf and departed.

She was seen walking, but with support from her staff. When asked by reporters, she said she felt better but that the fever had returned.

The premier was admitted to a hospital last Thursday, after a two-day visit to Phnom Penh, due to a high fever and was discharged the following day.

She is scheduled to chair a mobile cabinet meeting tomorrow in Nakhon Phanom.

However, the premier appeared to be better as she attended the Nakhon Phanom Illuminated Boat Procession ceremony in the evening in the province.

PM orders three ministries to coordinate with ASEAN for US trade talks

PM Paetongtarn tasks 3 ministries to work with ASEAN on unified US trade talks to prevent tariffs and boost regional economic stability.

Prime Minister Paetongtarn Shinawatra on Tuesday instructed three key ministries to coordinate with other ASEAN nations to initiate trade talks with the United States, aiming to avert punitive tariffs.

She directed the Foreign Ministry, Commerce Ministry, and Finance Ministry, along with the special committee on US trade policy, to gather input from all sectors and draft proposals to form the basis of ASEAN’s collective trade strategy in negotiations with the US.

The directive was issued during a mobile Cabinet meeting chaired by the prime minister in Nakhon Phanom.

    Aiming for ASEAN Economic Stability

Paetongtarn urged her Cabinet to devise measures to enhance ASEAN's economic stability, amid rising global trade tensions triggered by US policies imposing import barriers on countries with significant trade surpluses.

She informed the Cabinet that she had discussed the matter with the prime ministers of Malaysia and Cambodia, and all parties agreed that ASEAN member states should join forces in trade negotiations with the US.

ASEAN to Present a Unified Trade Front

Government spokesman Jirayu Houngsub quoted Paetongtarn as saying that any outcome from the talks would be considered a collective agreement representing all ASEAN member states.
