• Biden to tout climate investments in trip to sweltering West

President Biden will tout his administration’s work to combat climate change in a trip out West, which has faced scorching — and in some cases, record-breaking — temperatures this month.

In a trip next week to Arizona, New Mexico and Utah, Biden is expected to discuss Democrats’ climate, tax and health care bill and the ways in which it bolstered climate-friendly energy and U.S. manufacturing.

Later, on Aug. 16, Biden will host a White House event to celebrate the Inflation Reduction Act.

The southwestern U.S. has faced a sweltering heat wave over the past several weeks, with Phoenix seeing 31 days in a row of temperatures above 110 degrees.

Last week, Biden gave a speech about climate change, which exacerbates heat waves and other extreme weather events, and said he would take actions aimed at protecting workers from the hazardous heat.

The upcoming White House moves are part of broader efforts to promote that bill and other legislation the administration has passed.

The bitter fight between Florida Gov. Ron DeSantis and Rep. Byron Donalds over a line about slavery in the state’s revised African American history standards is infuriating several prominent Black conservatives.

Several told POLITICO they fear the issue will play into Democrats’ characterization of Republicans as favoring a whitewashing of American history. Most saw it as an unforced error at the time when Black Republicans feel they’ve been making significant strides within the party.

“It raises eyebrows,” said Diante Johnson, president of the Black Conservative Federation, who is supporting Donald Trump’s presidential campaign. “Ron DeSantis is not the candidate for Black conservatives and that’s what [he] constantly, constantly exhibits to us.”

If you’ve heard one of the Democratic president’s recent speeches, you’ve basically heard them all — and you’re sure to keep hearing the same refrains in the year-plus leading up to Election Day 2024. People in Arizona, New Mexico and Utah will get to sample the playlist starting Tuesday, when Biden makes a three-day swing through the Southwest.

The repetition is a strategic choice — one with a scientific basis in a society that is loaded with distractions. People need to see his TV ads and speeches dozens of times before they truly absorb them, his campaign believes. The president has built a multi-decade political career on repeating the same stories to explain the principles behind his policies.

“That’s communications 101 — developing a compelling message and repeating it again and again,” said White House communications director Ben LaBolt, who noted that marketing has a “rule of seven” in which a customer generally needs to see a message at least seven times before making a purchase.

That means Biden is putting his economic pitch on repeat, hoping to break through the daily clutter by delivering his message often enough that voters will recall it and accept it as truth. The White House thinking is that voters will turn out for him if they know that their new bridge, new factory or tax break for an electric vehicle came from his legislative accomplishments.

He’s even repeated in speeches the importance of repetition.

“We got to let people know what we’ve done and how we’ve done it and why we did it,” he recently told donors in Chicago after delivering a speech about “Bidenomics” — a term he has used at least 39 times during the past month in public remarks.

California Gov. Gavin Newsom’s (D) team slammed Florida Gov. Ron DeSantis’ (R) counterproposal for a debate as a “joke” on Saturday, claiming that the Republican presidential candidate’s suggested rules are meant to “hide his insecurity and ineptitude.”

Former Vice President Mike Pence has qualified to make the stage at the first Republican presidential primary debate, his campaign confirmed Monday night.

Pence’s campaign surpassed the 40,000 individual donors required by the Republican National Committee (RNC) to make the debate stage. The former vice president had previously met the polling requirement, which stipulated that candidates be polling at a minimum of 1 percent in a combination of national polls or early primary state polls.

Saying Gov. Ron DeSantis has followed the autocratic examples of governments in Russia and China, a group of mostly Republican former high-level government officials has called the Florida governor’s takeover of Disney World’s governing district “severely damaging to the political, social, and economic fabric of the State.”

The group of former governors, U.S. House members and presidential administration officials filed a “friend of the court” brief on Wednesday in Disney’s federal lawsuit against DeSantis and his appointees to the board of Disney World’s governing district. Disney’s lawsuit says the Republican governor violated the company’s free speech rights by taking over the district after Disney publicly opposed Florida’s so-called “Don’t Say Gay” law, which banned classroom lessons on sexual orientation and gender identity in early grades.

The group’s goal in filing the brief last week is to demonstrate “how the path the Governor has chosen is corrosive to the form of democracy envisioned by the Constitution, and to re-emphasize this Court’s critical constitutional role in curbing the excesses of governance by retaliation,” they said in a court filing.

The 22-year-old air conditioning and heat pump in Daniel Milligan’s Deltona home was on its last legs, and it would cost at least $10,000 to replace, a large sum for a man in his 60s who’d been laid off and was getting by on temp work.

He’d heard about a new $8.5 billion federal rebate program targeting lower- and moderate-income homeowners and was eager to apply to the program to help pay for the upgrades that would help lower his electric bills.

But when he contacted the Florida Agriculture and Consumer Services Department to see if it was participating in the program, the office’s blunt response sent on July 31 surprised him: “On June 15, 2023, Governor DeSantis used his veto power to eliminate nearly $30 million in energy programs,” said an unsigned email from the FDACS Office of Energy.

With a stroke of the pen, DeSantis had wiped out the seed money needed for Florida to get what would have been $346 million from Washington for Milligan’s heat pump and other energy-saving programs, the email said.

Disney goes on offense in DeSantis board’s lawsuit, seeks damages for breach of contract

Florida Gov. Ron DeSantis may say he’s “moved on” from his long-running feud with Disney, but the House of Mouse isn’t easing up.

Disney has filed counterclaims, including a breach of contracts claim, against the board of supervisors picked by DeSantis to oversee Walt Disney World’s special tax district, a Thursday court filing shows.

The company seeks damages over the alleged breach, as well as a court order for the district to comply with development contracts that are at the heart of the legal fight between Disney and DeSantis.

Disney’s requests came in a 55-page filing denying the district board’s allegations in its state-level lawsuit against the entertainment giant. Disney’s filing also put forward 12 “affirmative defenses” against the board, including that it lacks standing for its claims.

With the U.S. topping more than 400 mass shootings in 2023 alone, a prominent contingent of gun violence prevention groups — with little to no alternative in 2024 — has thrown its weight behind President Biden’s reelection bid.

That is a big problem, since his whole campaign is predicated on being the sole alternative to Trump.

DeSantis’s campaign has been trending downward since its beginning and there was no real reason to believe that Wednesday night’s performance, which often sounded over-rehearsed, changed that.

The National Organization for Women (NOW) PAC has endorsed President Biden’s reelection bid, the campaign announced Friday in the group’s earliest-ever endorsement for a presidential reelection campaign.

NOW PAC lauded Biden and Vice President Harris for their work on women’s equality and rights “long before they walked into the White House” but highlighted the administration’s creation of the Gender Policy Council, its push to codify Roe v. Wade and the nomination of the first Black woman to the Supreme Court, among other accomplishments.

“This is our earliest endorsement for a presidential reelection campaign because the Biden-Harris administration has and continues to place women’s issues at the forefront, not through words but through actions,” said Christian Nunes, NOW PAC chairwoman and NOW national president, in a statement.

Nunes called the Biden-Harris administration the “firewall” against extremist attacks on women’s rights, from access to abortion and contraception to pay parity and equity.

“While every election is consequential, the 2024 election will make or break our democracy. And as always, women will be on the right side of history because we will continue to break feminist turnout records. We have no choice because all of our rights are on the line,” Nunes said.

Biden-Harris 2024 Campaign Manager Julie Chávez Rodríguez said in a statement the team is “honored” by the NOW PAC endorsement and plans to work with the organization to “mobilize women in historic numbers” to reelect the president next year.

“57 years since the founding of NOW, the stakes of this election for women couldn’t be higher,” Rodríguez said.

In an interview on CBS News’s “Face the Nation,” Sanders stressed what he saw as the importance of running on a “strong” and “progressive agenda” and said if Democrats do so, it could guarantee that wing of the party will back Biden.

Sanders touted raising Social Security benefits, expanding Medicare and dealing with student debt as areas of priorities for his wing of the party.

“If we come up with a progressive agenda, I think we’re going to win and win big and when we win big, we have to make it clear that we stand with the working class of this country against the kind of corporate greed that we now see,” Sanders said.

On whether Sanders would consider a 2024 presidential run, if, for any reason, Biden decided not to seek or win the nomination, Sanders declined to answer the question directly.

“Well, I think we spend too much time speculating,” he said in response. “I think President Biden is going to be the nominee of the Democratic Party. And I think if he runs on a strong, progressive agenda, he’s not only going to win, he’s going to win by a strong vote, and I’ll tell you why.”

Sanders pointed to the contrast of the two parties’ positions and suggested Republicans are running on unpopular policy positions, as well as running with a lead candidate who faces criminal charges in four different cases.

“Because when you look at a Republican Party, it’s not only that you have a president, a former president, who has been impeached twice, indicted four times. These are people who deny women in this country the right to control their own bodies. Really? Is that where we are in 2023? Not recognizing the reality of climate change, wanting more tax breaks for billionaires, that’s what their agenda is.”
