    Yet another product safety scandal in China


    China has been rocked by another product safety scandal, this time involving vaccines. There are no reports of people being harmed, but it is a timely reminder of the need for intense scrutiny of supply chains that run through China and for changes in its regulatory culture. There must be greater diligence among regulators and the Chinese government must be far less tolerant toward officials who do not do their jobs.


    The most recent crisis began when drugmaker Changsheng Biotechnology Co. was discovered to have forged data related to 113,000 rabies vaccines. The drug regulator in the region where Changsheng is based also disclosed that the company last November sold more than 250,000 substandard diphtheria, pertussis and tetanus (DPT) vaccines to the Shandong Center for Disease Control and Prevention, which is in charge of public health for that province. While the vaccines did not hurt any recipients, it left them exposed to the diseases.


    This is not the only incident involving drug supply and suppliers. The first public case surfaced in 2006 when an estimated 1 million children in Shanxi were given vaccines that had been improperly stored or distributed, resulting in numerous deaths and serious disabilities. A decade later, it was discovered that vaccines had been sold in Shandong Province without official approval. Incredibly, the same individual perpetrated both scandals.

    Those cases involved corrupt distribution systems. Now, the problem appears to be shoddy production. The recent DPT and rabies revelations were preceded by a November 2016 case in which the Wuhan Institute of Biological Products, another major producer, sold 400,520 substandard DPT vaccines.

    In addition, earlier this month Zhejiang Huahai Pharmaceutical announced that it was recalling valsartan, a blood pressure and heart drug that it sells in the United States and Europe, after it was found to contain NDMA, an impurity linked to cancer. The company has acknowledged the impurity and blames a change in the production process that occurred in 2012. The drug has been sold in more than 23 countries; regulatory authorities, including those in Japan, have recalled medicines that contain valsartan.

    The Chinese government has responded forcefully to the crisis. It pulled Changsheng Biotechnology’s license to produce the rabies vaccine — a bold move against the country’s second-largest rabies vaccine producer — and said that it will inspect all vaccine producers. President Xi Jinping called the scandal “serious and appalling,” and promised a thorough and open investigation. Premier Li Keqiang pledged that the government “will resolutely crack down on illegal and criminal acts that endanger the safety of peoples’ lives, resolutely punish lawbreakers according to the law, and resolutely and severely criticize dereliction of duty in supervision.” That tough line would be more convincing if Li had not made a similar promise in March 2016 after the scandal in Shandong. Then, he said that China “must fix” loopholes in the oversight of vaccine production and distribution.

    The problem transcends mere “loopholes.” One of the most appalling elements of this scandal is the fact that the individual who oversaw drug safety had been put in that job after losing the post as a food safety regulator: The official had failed a decade ago to prevent milk powder manufacturers from contaminating their production with melamine, a toxic chemical. That scandal resulted in four deaths and the hospitalization of over 10,000 children. Other officials that were involved found other jobs, some high-ranking, indicating that they were not punished. <Obviously good party members - Harry>

    The reaction by Xi and Li reflects their understanding of the stakes in this scandal. Ineffective or tainted vaccines threaten the lives of millions of children. The scale of the problem is quickly evident: On WeChat, the Chinese social media platform, the word for vaccine appeared in 321 million articles and searches, 80 times the number of times it appeared the previous week. Failure to protect China’s most precious resource is one of the most potent threats to that government.

    The scandal is also a threat to China’s ambition to play a larger role in the global drug industry. A growing percentage of pharmaceutical components are being made in China; there must be faith in their safety and effectiveness if that trend is to continue. China must ensure that its regulators have the staff, the competence and the inclination to do their jobs — today, that is subject to question. At a minimum, firms and individuals that put profit ahead of public safety must know that there is a price to be paid when they are caught.

    The problems that China’s drugmakers face are not unique. Many of the supply chains in China risk being contaminated or corrupted. Given Japan’s reliance on China for many of its manufacturing products, it must apply intense scrutiny to them — both for the sake of producers’ reputations and the lives of consumers.

    ^^Thanks for your concern. My mental state is as sound as anyone who partook all available stimulants in the 70's. My foofer valve was able to absorb and redirect impulses to all organs then. Nowadays it just ticks open and shut like a Swiss watch ,with my moderate intake of caffeine, nicotine and cocaine.


    China orders medical institutions to stop using recalled Huahai-made drug


    SHANGHAI (Reuters) - China’s health regulator on Monday said all domestic medical institutions must cooperate with authorities and not use the valsartan blood and heart drug made by Zhejiang Huahai Pharmaceutical Co Ltd that could pose cancer risks.

    The bulk manufacturer of the drug said earlier this month that it was recalling the valsartan drug sold in the United States after the European Medicines Agency found that it was tainted with an impurity linked to cancer.

    In a notice posted on its website, China’s National Health and Family Planning Commission said the recalled drug, commonly used to treat patients with high blood pressure, should not be used for the diagnosis and treatment of diseases.

    European regulators have said that the problem likely dates to changes introduced into manufacturing processes at the company in 2012, suggesting that many patients could have been exposed to cancer risk.

    The drug has already been withdrawn in the United States and Europe and China’s drug regulator said on Sunday that Huahai had completed the withdrawal in China of the raw materials used to produce
    the drug.

    The case is one of two involving tainted medical products that Chinese health regulators have had to deal with in recent days. On Sunday, police said it was applying for arrest warrants for 18 people at Changsheng Bio-technology Co Ltd, a vaccine maker which was found to have falsified data and sold ineffective vaccines for children.

    Shares in Chinese drug makers have since slumped, with an index tracking major Chinese healthcare firms trading 3 percent lower on Monday, putting it on track for its third consecutive day of loss.

    The Chinese health regulator also said there were six local companies that used valsartan made by Huahai. Five of these companies had products on the market and have since issued recalls, it added.

    The sixth firm, the Hunan branch of Zhuzhou Qianjin Pharmaceutical Co Ltd, had not yet shipped out its products, the regulator said. The company in a statement said it returned Huahai’s valsartan earlier this month and that none of its products were affected by the product recalls.

    Huahai on Monday said its other products did not contain the impurity known as NDMA, which is classified as a probable human carcinogen, and that it would continue to improve its systems to prevent similar incidents from happening.

    "Five Chinese pharmaceutical companies have begun a recall process to contain the potential health damage of a blood pressure medicine that contains valsartan produced by Zhejiang Huahai Pharmaceutical Co, China's food and drug safety authority said on Sunday.

    The China Food and Drug Administration (CFDA) posted the progress of its intense monitoring after a July 6 public disclosure by Zhejiang Huahai Pharmaceutical Co over the impurity of the valsartan drug substance it manufactures.

    The impurity could cause potential safety hazards and Zhejiang Huahai had already halted the supply of valsartan to domestic and foreign drug companies that are clients using the substance to make drugs.

    The CFDA said it has been in close contact with the European Medicines Agency (EMA) and the US Food and Drug Administration (FDA) ever since Huahai's disclosure.

    It has also conducted tests at all six domestic drugmakers except Huahai that produce valsartan in China, and that probe has found all of them are safe.

    During an assessment to improve the manufacturing process, Huahai found that valsartan was tainted by a minute level of N-nitrosodimethylamine (NDMA), a genotoxic substance that could cause cancer, based on results from animal tests, according to a Huahai statement issued on July 7.


    The recall work concerning the domestic market was completed on July 23.

    Starting from Thursday, five domestic drugmakers that once use the Huahua substance were told to recall their products in the domestic market.

    All the other valsartan drugs will not be affected by the recall, the CFDA said.

    The EMA ordered a sales halt and recall while FDA advised that patients taking valsartan should not stop taking their prescribed drugs until the doctors found alternatives.

    The CFDA recommended patients not to stop taking valsartan drugs as this would cause more health hazards and it said any decisions should be taken under doctor's advice.

    Valsartan products are used to treat patients with high blood pressure.

    The drug substance, manufactured by Huahai, was exported to the Americas, Europe, India and Russia."

    "CHANGCHUN, July 27 (Xinhua) -- An investigation of Chinese vaccine maker Changchun Changsheng Life Sciences Limited found evidence that the company had illegally produced rabies vaccines for human use.

    The State Council's investigation team seized 1,138 pages of documents as evidence, and recovered actual and forged production records via seized computers.

    Criminal suspects discarded and intended to destroy 60 computer hard drives. But the police have recovered them, according to the investigation team.

    The company was found to have violated the approved production process to reduce costs and improve the success rate of rabies vaccine production.
    Violations included blending different batches of vaccine fluid for product packaging, using expired fluid to produce some batches of products, falsifying dates of production, and conducting certain product testing before the entire production process was completed.

    To cover up such violations, the company "systematically" fabricated production and inspection records and issued invoices with false dates to meet inspection requirements.
    The company was ordered to immediately stop production after drug regulatory authorities found illegal production behavior during an unannounced inspection from July 6 to July 8.

    Soon after the inspection, the company replaced internal surveillance video storage cards and some computer hard drives to cover up and destroy potentially incriminating evidence.

    On July 15, the State Drug Administration conducted an on-site investigation of the company.

    The public security organs have initiated investigations into the case. As of July 25, the police have detained 16 suspected criminals, including the chairperson of the company, and have frozen relevant corporate and personal accounts. Further investigation is in progress.
    According to data from the Chinese Center for Disease Control and Prevention, the incidence of adverse reactions caused by the rabies vaccine produced by Changchun Changsheng Life Sciences Limited was about 2 per 100,000 cases, and no serious adverse reactions were observed.

    In 2017, there were 516 rabies cases in China. The incidence rate has been gradually decreasing in recent years."

    Located in Zhejiang province, Huahai was among the first Chinese companies to get drugs approved in the U.S. It has in many cases passed FDA GMP inspections and has formed supply agreements with some of the largest pharma companies around the world, including Novartis and Merck. During an online investor conference on Monday, the company said its other products are not affected due to having a different manufacturing process.

    Trevor Mundel, 51, who heads of global development at the Swiss-based drug manufacturer, will in December take over as head of global health at the Seattle-based Gates Foundation, responsible for its $1.5bn annual budget, funding the development of new drugs, vaccines and diagnostics.

    The decision is likely to herald fresh support for the drug companies’ commitment to tough intellectual property laws and support further Gates funding of their research, including for Novartis, which is already one of the most active in researching drugs and vaccines for diseases of the developing world.

    "With the establishment of an industrial park in Cape Town, South Africa, Chinese home appliance brand Hisense has delivered a remarkable performance on local market and greatly benefited the local community.
    The Hisense Industrial Park, located in the Atlantis region 50 kilometers north of downtown Cape Town, was jointly invested and built by Hisense Group and China-Africa Development Fund in 2013.

    Thanks to the complete production line that Hisense has developed there, the industrial park produced a total of 261,000 refrigerators and 389,000 televisions in 2017.

    The high production comes from the well-managed workshops of the Hisense factory where local employees work in an intense but orderly manner.
    Every link of the production is running smoothly, including part processing, assembling, final assembly, performance test and packaging. Refrigerators and televisions are boxed up here and directly transported to the malls and stores across South Africa.

    In order to better serve the local market, the Chinese brand has made specific adjustment to its designs. For example, Hisense refrigerators are equipped with water dispensers on the door to cater for South African consumers, most of whom prefer cool water. Such thoughtful design is well received in the country.

    Deng added that all workshops in the factory are well-marked with operation procedures, standards and tips, so that the workers can be made into manufacturing masters and thus produce high-quality appliances.

    Local employees are engaged in every step of the production, from initial design to assembly and sales. A total of 700, or 90 percent of the factory’s employees are hired from local communities, and they have created harmonious working atmosphere. The photos of them laughing hung on the wall of a workshop are a best example.

    Shade Weeth, who started working at Hisense when the factory was set up, has been promoted to the administrative director of the factory.
    She told People’s Daily that working at Hisense is a pretty decent job in local community, and what satisfies her is not only the payment, but also the friendly working atmosphere.

    “My Chinese colleagues have set good example for us by their hard-working, devotion and efficiency,” she said, adding that they are both friends and families to her.
    Hisense products are always placed at conspicuous places at House & Homes, a local chain store of appliances and furniture. According to a shop assistant, Hisense enjoys a high reputation in South African market, and its products are very much recommended.

    “Hisense is one of the most favored brands of local consumers. Its televisions and fridges are in high sales thanks to their reliable quality and affordable prices,” sales assistant Martha said.

    Such successful investment and contribution from Chinese enterprises have won positive evaluation from South Africa.

    The facts that are true are probably:

    - There is a factory making TVs and white goods using technology they've ripped off the West.
    - They use cheap local labour.

    As for the rest of it....

    A total of 700, or 90 percent of the factory’s employees are hired from local communities, and they have created harmonious working atmosphere. The photos of them laughing hung on the wall of a workshop are a best example.
