Aboard the plane, his spokeswoman Sarah Sanders told reporters the President made his decision in consultation with Secretary of State Mike Pompeo, chief of staff John Kelly and national security adviser John Bolton, who phoned into the plane from Brazil.

Kremlin spokesperson Dmitry Peskov, en route to the G20 summit in Buenos Aires, responded to Trump's cancellation, saying: "We are flying actually, so far we've only seen (Trump's) tweet and media reports. We don't have official information yet. And if this is the case we'll have extra couple of hours for other useful meetings!"

U.S. President Donald Trump has sent Moscow a "strong message" that Russia may face isolation if captured Ukrainian vessels and crews are not returned to Ukraine.

"The President’s tweets on the subject were quite clear at what we looked for, and that is the return of the Ukrainian sailors as – and the vessels," deputy spokesperson for the White House, Robert Palladino, said at a Washington briefing Thursday.

"The aggression that we’ve witnessed this week is unacceptable and a strong message has been sent," he said.
Asked about what exactly the U.S. message to Russians meant, the official responded: "Isolation."

That's almost certainly exactly what it was.
As a side comment...I'd have loved to have seen Trump try to low or high-5 either of them. He would have mucked it up big time.
