Infrastructure projects are a third of the Axis of Evil's reasons for going to war. One third the destruction which creates lots of debt to the public which is gifted to big US businesses supplying the weapons, one third the reconstruction as the US government gets into lots of debt helping, and the money goes back to Big US business to rebuild, and the other third is the control of another country and the ability to continue an endless unwinnable war.
