My view on Crimea is;

The inhabitants, due to its legal status, had a route available for its political leaders to ask for and hold a binding referendum.
One was held. The result gave the political leaders an opportunity for them to ask the Russian government that they be admitted into The Russian Federation. The Russian government decided yes we can admit it.
The two entities passed laws and Crimea became part of Russia.
