Cowboy leaders who take unnecessary risks, push neighbours around and grab land illegally often enjoy stratospheric approval ratings at home. Hitler is an obvious example with domestic support at fever pitch in the 1930s.

It does not make them good leaders in a global context. Unusually high domestic approval rating is often an indicator of a dangerous rogue character.
