Not exactly. Bush was a puppet. Cheney, Rumsfeld and Wolfowitz were in charge and they deliberately mislead the world and concocted evidence. At least Clinton took a strong and decisive stand at the time even if in hindsight it left Libya in a shambles. At the time the humanitarian voices in the world were clammoring for action against Gaddafi. If we would have supported him and he started a campaign of retribution against the rebel factions and their civilian supporters world public opinion would have judged that result harshly as well.
