The laws are different for diplomats. There are explicit laws about emails and servers. They apply to diplomats.
You went off topic and talked about Karl Rove's deletions - Rove was not a diplomat. These laws did not apply to him.
There's no point on focusing on this if you can't figure it out.

Hillary is not a US diplomat.
Nor was Rove.
The USG has regulations governing use of USG information.
Whether either of the above are/were diplomats really doesn't factor into it.

I thought the Sec of State was considered a diplomat, but this is not the case, although diplomatic regs are under the Secretary of State Department.
This stated and again, I am now corrected - the laws for emails and transparency DO and DID apply to HRC when she was Secretary of State.dip·lo·mat
