Depends what the priorities are. To make healthcare as affordable as possible, or to employ as many people as possible. It's not only the insurances that make healthcare expensive, doctors and hospitals are too expensive and earn too much, drugs are too expensive and the market in America is walled off against foreign suppliers who could sell cheap generica. Pfizer's patent on Viagra got extented in Amerka last year for example, the consumer is simply forced to buy the costliest drug. That's the socialism the moonbat is talking about. Doctors and hospitals receive kickbacks for prescribing expensive medication, hospitals perform surgeries where none is required, etc, etc, etc. The system is thoroughly corrupted.

it's hard to know if it's because of Congress unwillingness to work with him, or simply because he doesn't care anymore

He was naive because he thought the Senate would work with him on fixing America when the GOP leader in that building said that they would do everything they could to torpedo anything he wanted to do.
