No, he built WTC for the Port Authority in the 80's. Correction, he leased the site and built it. At the time it was destroyed most of the building was leased to Salamon Brothers.

He leased the whole site from the Port Authority in 2001, although he actually bid in 2000. The original winning bidder pulled out.
