Laws that have not been enforced properly are re-enforced, ie. enforced again.

2) Titanium is 6 times stronger than steel and if an aeroplane wing hits a steel and glass building, even built like the WTC tower, it will slice through....about as far as they did.
Nobody has claimed that the planes went right through the building, though assorted solid parts did.
