Jewish institutions throughout the United States will receive $9.7 million in federal anti-terrorism grants this year out of a total of $10 million allocated to not-for-profit institutions by the Department of Homeland Security.

That’s $6 million less than last year. But thanks to sharp cuts this year in the overall pool of money available through this program, the percentage of funds going to Jewish groups has nevertheless jumped substantially.

A full 97% of the available funds in the Non-Profit Security Grant Program for 2012 have been allocated to Jewish organizations, compared with 73% that went to Jewish groups from 2007 through 2010. In 2011, Jewish groups received about 80% of NSGP funds.

The NSGP has disproportionately benefited Jewish groups since 2005, when it was first instituted.

“Unfortunately there are risks attendant on the Jewish community that are not attendant on all other communities,” DHS Secretary Janet Napolitano said in an interview with the Forward in early June, weeks before the new allocations were announced.

The allocations in the security grant program fund security enhancements for not-for-profit institutions to defend against terrorism.

The DHS announced the grants as part of a larger $1.3 billion package of so-called preparedness grants. The 2012 allocations include $97 million for port security and $87 million to protect transit systems.

The $10 million NSGP allocation this year represents a drastic cut from the $19 million the program disbursed in 2011.

As the Forward reported last September, there’s nothing in the law authorizing the program that says it should benefit Jews specifically. But several factors, including community education regarding the program and its grant application process, have combined to help Jewish groups in particular to benefit from it.

Previously, regulations governing the allocation of the NSGP grants favored religious recipients over nonreligious. This year, that changed. According to Homeland Security documents, preferred recipients are now defined as those that have “the highest risk of terrorism-related activity due to their ideology, beliefs and mission.” But this did not have a negative impact on Jewish groups’ share of the program money available, even as the overall sum in absolute dollars decreased.

As in previous years, Orthodox Jewish groups appear to have done better than non-Orthodox Jewish groups.

A list of grant recipients released by the DHS did not specify how much each organization received. But program guidelines cap the funds provided for each project at $75,000.

Chabad, the ultra-Orthodox Hasidic group that runs outreach organizations targeting non-Orthodox Jews around the world, did particularly well. At least 35 of the 2012 grantees were linked to Chabad, out of 109 recipients overall.

Only a handful of the 109 NSGP recipients were not Jewish. A church in San Diego received an allocation, as did a Planned Parenthood center in Washington and a Catholic church in New York City.

In her interview with the Forward, Napolitano said that she saw no problem with the overwhelming proportion of NSGP funds going to Jewish groups.

“The fact that it ends up going to many Jewish organizations doesn’t in itself bother me,” Napolitano told the Forward, saying that she thought the program had been successful.

William Daroff, the Jewish Federations of North America’s vice president for public policy, said that the program’s allocations do not reflect political favoritism towards the Jewish community. “This is not pork,” he said. “This is Homeland Security officials making decisions based on threat levels.”

Israel lottery draws same numbers as three weeks before

Israel’s weekly state lottery draw at the weekend drew exactly the same six numbers as the draw 3 weeks earlier – an event statisticians said was a one in four trillion chance.

Three lucky punters, who also correctly guessed the 7th “strong number” each won £666,000, with more than 100 people sharing smaller prizes.

The numbers that rolled out during a live television broadcast were 36, 33, 32, 26, 14, 13, and the additional ‘strong’ number 2. It didn’t take long for some viewers to notice that these numbers were exactly the same as those drawn in the September 21st draw.

Israeli radio station phone-ins were flooded with callers who suspected the draw was rigged.

The allegations were denied by officials from Mifal HaPayis, the national lottery company. "We are in the business of luck, and when it comes to chances and probabilities anything is possible, even the rare and infrequent, like in this case," said Dr Chaim Melamed, the statistics expert for Mifal HaPayis.

Following the remarkable coincidence the machines and coloured balls used in the draw were examined and no irregularities were found. The balls used for the draw are changed on a regular basis and, according to the lottery company, the last change of balls took place between the September 21st draw and the weekend sensation.

Yitzhak Melechson, a professor of statistics at the University of Tel Aviv, said that the incident of six numbers repeating themselves within a month is an event of once in 10,000 years.

Silverstein will share the remaining insurance money with the PA as part of the deal giving the bistate agency control over the Freedom Tower and Tower 5. Silverstein will build three towers on Church Street.
So far, Silverstein has tapped the $2.55 billion received from insurance money to pay about $700 million in rent due under his lease to the PA.

The money is being used to rebuild the towers - not much personal profit in any of this for Silverstein.

You keep forgetting that these $4.5 billion that you keep claiming he "scored" are being used to rebuild the WTC complex, and pay the $700 million (and growing) lease payments to the PA.

At a combined cost of $3.6 Billion and the $700 million paid, that amounts to $4.3 Billion in costs, and the buildings aren't done yet (nor are the lease payments over).

Interesting math there - but I suspect you will just keep reposting the same drivel, as you always do, Prufie, thinking that repetition is truth.

Adjacent units were bolted together, steel column sections were bolted to adjacent steel columns above and below, and steel spandrel plate sections were mated with adjacent steel sections on either side with numerous strengthened steel bolts.

A steel structure as depicted above is an impossible barrier for an aluminium bodied aircraft to destroy,as the aircraft is mostly made up of aluminium, carbon reinforced plastic (CREP) composites and some titanium alloys used to counter flight stress.

Steel is denser than aluminium, and on impact with steel, a hollow aluminium tube will completely collapse.
A simple experiment to demonstrate this point is to stamp on an upright aluminium drink can to flatten it, a concertina effect.

Wing spars and other internal box sections and door frames are made of titanium alloys to accommodate flight stress, but are not designed for impact stress because the plane is built to fly, not crash!

Titanium alloy used in aircraft is made of 6% aluminum and 4% vanadium, and has about the same strength as steel, but titanium alloy wing spars can't cut through several upright steel plates and columns of greater dimensions than the titanium spar. It is more flexible than steel, so will either buckle or stretch and snap on impact with the superior resistance of steel.

The airframe of a Boeing 767 is flexible and composed either of carbon fibre or titanium alloy. There is very little longitudinal resistive strength in the material as it is designed to flex against resistance.

I am going to post 10 photos showing in detail the forces at play when fire results in Explosion, in this case a " B.L.E.V.E ". = Short for " Boiling liquid equals violent explosion." In this case this happened when a vessel containing natural gas fuel reached a point where the pressure releaf valve could not vent fast enough because of the massive fire engulfing the vessel.In particular are the following pics of the effect on the garage door and the far back doors of the garage. Its a tow truck and nothing compared to the forces at play in the Twin Towers. Happened at 2.00AM, we where lucky not to lose 2 junior Firefighters who pulled up to close to the fire but resulted in A senior officer with 38 years experience retiring on stress over the thought that he could of been held responsible for the 2 Junior firefighters if they had been killed that night.The point of the pics is to show what can actually happen on the fire ground and what people will not believe until seen in real time. Internet connection is rubbish here, could take a few days to get them all up but we will get there. Firstly is the remains of the destroyed tow truck caused by the exploding cylinder. I went back the next day and shot these pictures to show to our new recruits what can actually happen in a split second. Notice part of the fuel cylinder next to the truck. No cuts or tears but nice split like a knife had run through it same as some of the supporting beams at the towers. Also on the back of the truck you will notice part of the tank as this was where it was mounted.

This one shows the distance from the garage door with the car parked between the Tow truck and the door. Further photos will show the damage to the inside of the garage which was caused in the resulting explosion. Note the garage door also note no damage done to the car between. The door is sucked outwards by the B.L.EV.E. not forced inwards. ENT would argue that this could not of been caused by that explosion as the door would of been blown away from the Tow Truck.Also note the door is closed for future reference of the inside of the garage.
