Chaing Rai is livable. Not a lot of great restaurants as Chiang Mai but only three hours away from here by car. There’s a Central Department Store and a Top’s with all the imported food you need.
One would not want to drive three hours to go to lunch, but if you have business to conduct in Chiang Mai you can drive there and back in a day. Highway is good. Makes for a great overnight or weekend trip.
Chiang Rai compared to places like Mae Hong Son or Nan, which takes all day driving to reach by car, makes Chiang Rai very doable.
I don't live in CR but visit once a month for the Hash. I echo what David 44 says about climate and government services. I'm not a foodie so not worried so much about apparent lack of foreign restaurants. There are enough for me. There is a small bar district for a few beers and BS.
It is very green and roads are some of the best for motorcycling. Traffic in general is quite light.
Better to think inside the pub, than outside the box?

Thanks for all your helpful suggestions.
Chiang Rai does seem like a very nice place; I like Central and Tops (they cover most of my foreigner needs)... The 3 months air quality and 3 months heat sound a bit troublesome though.
I didn't make the move because it was just too quick - have to move from Korea to there on 30 days; I just want more time to be relaxed when moving out of Korea (got 10 years of crap in my house, gotta sort out the pension money, etc). But, kept the back burner on the job, so maybe next year - I'll aim to do a roadtrip and check the place out next time I'm in Toyland (just hope the old Honda City makes it from Nakhorn Nowhere to Chiang Rai and back - I'd probably take my time and visit a few places I've never been before - I've heard there's a great little fishing restaurant in Korat, and quite a lot of interesting places north of Chiang Rai too; not sure about the dog and Chiang Rai pythons; Shih Tzus aren't really that hard or able to deal with a pack of Thai soi dogs, snakes, aggressive cats or even a stern stare from a local mouse...).
Cycling should be banned!!!
I'll start and knit a red carpet.
Plenty of Shih Tzus around, they seem to gravitate to gold shops and old pussies , such taste!
I'm more of an old soi dog, once you learn you an basically get away with anything except LM, it''s pretty much like TD you can lick yer balls, and sniff Aholes all day.
I am sure you will make an excellen tcvntribution to toad safety
