Second hand imports used to be quite cheap here Tex and you could get registration (title) easily and for only a couple of thousand baht. Then in about 97 the jap companies protested that the imports were competing, so the Transport Authority saw a way to make some cash and pander to the jap companies at the same time by getting stricter on imports and bringing in the Long complicated procudure for getting bikes registered with Emmission and SAE compliance tests etc.
Initially the second hand imports were bikes stolen by the Yakuza (usually with the owners help, who then claimed on his insurance) and shipped to Hong Kong were they were split up and shipped off to willing buyers in Thailand and elsewhere, now they are nearly all bikes brought through auctions in Jeepun.
Over the last decade prices have shot up, 10 yrs ago you could by a bike for half the US price, sadly not now they are probably 30% more expensive then you spend another 60 K and up to get a plate for it. So unless you are from Norway prices here are not cheap as they once were.
