I was at Rambhai Barni Rajabhat University, Chanthaburi, in November, hall with this once royal-owned car wasn't open for viewing ... what is it?

I think you're right. The grill is certainly Vanguard, but the hood ornament is odd. Perhaps custom replaced for royalty from the normal winged thingy because it looked like Krut?

Nope...googled and they do come with that hood cheese slicer.
