What the hell is going on with the steering arm set-up in that car?. Some backyard mechanic's LHD to RHD conversion?. Surely that's not standard??.

That isn't the steering shaft, it is the gear selector.

Ahhhhh ok, I see now and you're right. Quite the linkage set-up, no chance of anything ever going wrong there .
