    ^ I was in it for about 8 years, but left Thailand 2 years ago or so. If I go back (not until after the event...) then I'll likely work for a uni again, see if I can add contributions for the years I've been absent and go from there. Thanks for the heads up.

    Its not so much seniority that maces an academic a type of civil servant, its more when they started employment. old contract or new contract

    Most senior public sector employees continue to be appointed on civil service terms, except perhaps in the semi-autonomous agencies that exist alongside government departments (e.g. NHSO). Apart from these, it is mainly at the middle/lower end that public service officer posts have partly replaced the old civil service appointments. Even then people sometimes have a choice about what type of post to go for. The new grades can be attractive because the salaries are slightly higher at a given level, but there are fewer fringe benefits.

    Regarding academics in public universities specifically, you won't find many Presidents, Deans or (Thai) full professors who are public service officers (I don't know of any). Quite a few of the younger lecturing staff are, but not I think a majority. Most are still civil servants. However, Westerners appointed to Thai universities are not usually (ever?) employed on the civil service grades.
