It looks like an athlete being announced the winner after some feat of athletics.
I don't know about you but when I do any strenuous excercise my body draws blood away from that particular appendage for use in other areas.
The appendage shrinks from it's usual hefty 3" long plower of fertile gardens to about 1/4" peeper.
