I looked at it like this.

A couple of gunmen exit the silver car, the white shirt has his pistol raised.

The car simply drives off without a shot being fired. Maybe the first gunman still had his safety on ... don't know.

Looks like it was recorded on the rear facing car camera (think dash cam).

Possibly the Middle East because the flag has probably that style lettering?

Early 2012, so probably not an ISIS/Dash Flag?
