Went to find the story on that. There is a fair bit of misinformation on the web. The true story seems to be that the tanker Shinyo Sawako had just collided with (and sank) a smaller fishing boat, with significant loss of life (16 out of 18 crew missing or known dead). This photo shows a rescue tug trying to connect to the tanker to bring it back to port - presumably the tanker suffered damage as a result of the collision...
