CIA director David Petraeus resigns over affair

CIA director David Petraeus has resigned from his post, admitting he had an extra-marital affair.

In a statement, Mr Petraeus said he had submitted his resignation to President Barack Obama, and that he had shown "extremely poor judgement".

He described his behaviour as "unacceptable" for the leader of the nation's main intelligence agency.

Mr Petraeus became CIA boss in 2011 after heading international forces in Iraq and later in Afghanistan.

He was the highest-profile military officer of the post-9/11 years, winning plaudits for his role running the "surge" in Iraq and implementing a counter-insurgency strategy in Afghanistan.

He left his command role in Afghanistan in mid-2011, resigning from the US Army to head the CIA after Leon Panetta became defence secretary.

    David Petraeus: Career highlights

    • Graduated from West Point in 1974
    • Commander of Multinational Force Iraq, Feb 2007 to Sept 2008
    • Commander of International Security Assistance Force (Isaf) in Afghanistan, July 2010 to July 2011
    • Became CIA director in Sept 2011 after being confirmed by the senate 94-0

EU budget talks for 2013 collapse

British Conservative MEPs clashed with Martin Schulz over a 9bn euro request for 2012

Talks to agree the EU's 2013 budget have collapsed, after negotiators from the EU and member states were unable to agree on extra funding for 2012.

The EU Commission and European Parliament had asked for a budget rise of 6.8% in 2013.

But most governments wanted to limit the rise to just 2.8%.

The failure of the talks will dent hopes of agreement on the 2014-2020 budget, which is up for discussion later this month, correspondents say.

Friday's dispute was over an extra 9bn euros (Ł7bn; $12bn) in "emergency funding" for 2012, to cover budgets for education, infrastructure and research projects.

But Germany, France and other governments questioned the funding, and eight hours of talks produced no agreement.

"Under these conditions, we felt that negotiations which hadn't really begun by six o'clock in the evening couldn't reasonably be expected to finish during the night," said the parliament's lead negotiator, Alain Lamassoure.

At the European parliament, UK Conservative MEPs clashed with Parliament President Martin Schulz, a German Social Democrat, over the extra 9bn euros shortfall for 2012.

Ahmad Otak jailed for 34 years for murdering two teenagers

Otak was told he acted out of "childish jealousy"

A man who forced his ex-girlfriend to watch him murder her sister and her friend after she refused to take him back has been jailed for life.

Ahmad Otak, an asylum seeker from Afghanistan, stabbed 17-year-old Kimberley Frank and Samantha Sykes, 18, in March in West Yorkshire.

He then abducted his ex partner, 19-year-old Elisa Frank, and drove to Dover in a bid to flee the country.

Otak was jailed for a minimum of 34 years at Leeds Crown Court.

Otak, who repeatedly lied about his age but is thought to be at least 22, pleaded guilty to two counts of murder at a hearing in October.

Judge Justice Coulson told the double killer he "behaved like an animal" and was "incapable of behaving like a human being".You forced Elisa Frank to take part and then abducted her, and your treatment of her sister's body demonstrates at least a degree of sadism” Mr Justice Coulson

He said he was a "practised liar" who repaid the generosity the UK had shown to him by murdering two teenage girls with a "significant degree of premeditation".

Otak, of Linton Road, Wakefield, arrived in the UK in 2007 and was granted humanitarian protection to stay in Britain.

The court heard he lied about his age to get preferred treatment by social services.

Burma train crash and fire kills 25

Dozens of people were injured in the accident

A train carrying petrol has derailed and burst into flames in northern Burma, killing at least 25 people and injuring dozens more.

The information ministry said many of the dead and injured were villagers trying to collect spilled fuel.

The train was travelling from Mandalay to Myitkyina in the north, near the border with China.

No explanation has been given for the accident, but Burma's railways are in poor condition after years of neglect.

Officials told the BBC Burmese service that three wagons overturned and burst into flames.

There were seven wagons carrying petrol and two more of diesel, officials said.

The ministry posted images on its website of burnt-out wagons and what appeared to be charred bodies.

The train came off the rails near Kantbalu, a town some 500 miles (800km) north of the main city, Rangoon.

The number of people killed in the accident was unclear. The government said 25 people died and 62 people were injured.

But emergency officials told the BBC that more than 80 were wounded, and that 27 had been killed.

Two people died after being transferred to hospital, emergency officials said.

Brazil: 13 new deaths in Sao Paulo's gang battle

More than 90 police officers have been killed this year in the city

At least 13 people have died in fresh violence between police and a gang in Brazil's largest city, Sao Paulo.

More than 130 people have died in the last two weeks as part of a conflict between the police and the gang, known as First Command of the Capital (PCC).

Many attacks on officers are believed to be arranged from inside prison by jailed gang members.

BBC Brasil has seen a document by a group of prosecutors calling for PCC leaders to be moved to other jails.

They say Sao Paulo's prison system does not have the capacity to isolate such dangerous inmates and they should be transferred to federal prisons.

But the issue is a sensitive one, correspondents say.

The last time they tried to move jailed gang leaders, in 2006, the PCC unleashed a wave of violence and riots that led to the deaths of almost 500 people.

Anti-government protesters run from tear gas fired by riot police, as they attempt to get to the village of Diraz, west of Manama November 9, 2012. Bahraini police fired tear gas and blocked roads to stop thousands of Shi'ite Muslims joining prayers led by one of their spiritual leaders on Friday, witnesses said, amid worsening strife. Shi'ite leaders had called for people to turn out to support Sheikh Issa Qassim in his village of Diraz, west of the capital Manama, after the government warned clerics not to criticise the government or incite violence. Police had blocked all access to Diraz.
